Studienarbeit aus dem Jahr 2001 im Fachbereich VWL - Internationale Wirtschaftsbeziehungen, Note: 1,7, Rheinisch-Westfälische Technische Hochschule Aachen (INSTITUT FÜR INTERNATIONALE TECHNISCHE UND WIRTSCHAFTLICHE ZUSAMMENARBEIT), Veranstaltung: Entwicklungshilfe, Handel und Investitionen, Sprache: Deutsch, Abstract: Nach dem Krieg und der damit einhergehenden Spaltung Deutschlands diente die westdeutsche Entwicklungshilfe vornehmlich einer antikommunistischen Eindämmungspolitik und damit im Besonderen der Deutschlandpolitik, die so aussah, dass die Völkerrechtliche Anerkennung der DDR und eine damit zu befürchtende Irreversibilität der deutsch/deutschen Trennung unbedingt zu verhindern sei. Also wurde Entwicklungshilfe nur dann gewährt, wenn das Empfängerland von einer Aufnahme diplomatischer Beziehungen zur DDR absah. Vor seiner Gründung 1961 waren die Aufgaben des BMZ (Bundesministerium für wirtschaftliche Zusammenarbeit) unter dem Bundeswirtschaftsministerium und dem Außenministerium aufgeteilt. Mit der Zeit gelang es dem noch jungen BMZ aber immer unfangreichere Kompetenzen, die bis dato den beiden anderen Ministerien unterlagen, an sich zu ziehen, was 1964 zu einer Neuregelung der Kompetenzen führte. Aus dieser ging insbesondere ein Abgeben der Zuständigkeit über Technische Hilfe des Außenministeriums an das BMZ hervor. Durch den UNO-Beitritt beider deutscher Staaten 1969 wurde die Deutschlandpolitische Bedeutung der Entwicklungshilfe aufgehoben und machte damit etwas mehr Platz für humanitäre Erwägungen. In den "Grundlinien" von 1986 wurde der Grundsatz der Entwicklungspolitik wie folgt beschrieben: "Die Entwicklungspolitik der Bundesregierung unterliegt ebenso wie die anderen Politikbereiche dem grundsätzlichen Auftrag, dem Deutschen Volk zu nützen (...)." Das legt den Gedanken nahe, dass das BMZ ein ganzes Stück weit mehr durch einen Pragmatismus gesteuert wird, als das nach Außen hin erscheinen mag. Hinter Japan und den USA liegt Deutschland bei d

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland.
