Von einer erfolgreichen und nachhaltigen Projektausführung hängt nicht nur das Schicksal der von Armut betroffenen Menschen ab, sondern genauso das Image und vor allem die Spenden und Subventionen, welche die einzelnen Organisationen erwarten können. Immerhin bringen die kirchlichen und privaten österreichischen Organisationen Spendenmittel von jährlich über 70 Millionen Euro1 auf.

Jedes Jahr werden weltweit über 60 Milliarden US-Dollar für Entwicklungshilfe aufgewendet. Doch über die Wirkungen der Zusammenarbeit ist bisher nur wenig bekannt. Zumeist werden Inputfaktoren als Leistungsnachweise ausgegeben: Der Umfang der bereitgestellten Finanzen, die Höhe der Spendenmittel, die Zahl der durchgeführten Projekte, der eingesetzten Experten oder der geförderten Länder.Immer mehr regt sich jedoch Protest gegen eine solche rein quantitative Inputbetrachtung, weil diese die Qualität der Resultate der Entwicklungszusammenarbeit und ihrer entwicklungspolitischen und gesellschaftlichen Folgen zu wenig beachtet. Bisher fehlte allerdings nicht nur das Interesse an fundierten Wirkungsanalysen, sondern es mangelte auch an empirisch anwendbaren Konzepten.Das Ziel dieses Buches ist es, einen Beitrag zum Abbau dieses Defizits zu leisten. Hierfür wurde ein komparativer Analysesatz entwickelt. Als theoretischer Bezugsrahmen dienen dabei die Konzepte der Lebensverlaufsforschung sowie der Organisations- und Diffusionsforschung. Das darauf aufbauende methodische Instrumentarium, dessen Kern ein differenziertes Analyseraster ist, wurde so konzipiert, daß es prinzipiell für die Evaluation von Entwicklungsprojekten und -programmen jeder Art anwendbar ist, die in Zusammenarbeit mit einheimischen Trägerorganisationen durchgeführt werden. Die empirische Anwendung der Analysekonzeption erfolgt in einem zentralen Feld der Entwicklungspolitik, der Berufsbildung. In diesem Förderbereich wird systematisch untersucht, wie erfolgreich die Entwicklungspolitik tatsächlich ist.

Foreign aid has no shortage of critics. Some argue that it undermines development and inherently does more harm than good; others insist that aid must be seriously reformed to work properly. Cash on Delivery (COD) Aid proposes serious reform to make aid work well by forcing accountability, aligning the objectives of funders and recipients, and sharing information about what works. Public and private aid can improve lives in poor countries, but the willingness of taxpayers and private funders to finance aid programs depends more than ever on showing results. COD Aid is a funding mechanism that hinges on results. At its core is a contract between funders and recipients that stipulates a fixed payment for each unit of confirmed progress toward an agreed-upon goal. Once the contract is struck, the funder takes a hands-off approach, allowing the recipient the freedom and responsibility to achieve the goal on its own. Payment is made only after progress toward the goal is independently verified by a third party. At all steps, a COD Aid program is remarkably transparent: the contract, the amount of progress made, and the payment are disseminated publicly to highlight the credibility of the arrangement and improve accountability to the public. COD Aid is a new approach to foreign aid, but one that complements other aid programs and would ultimately encourage funders and recipients to use existing resources more efficiently. Cash On Delivery Aid: A New Approach to Foreign Aid explains the approach in detail and investigates its application in one sector: education. More specifically, the authors show how foreign aid agencies could use COD Aid to help developing countries achieve universal primary school education. The example illustrates how to deal with potential challenges of the approach—challenges that are no greater than those of traditional aid—and includes model term sheets for contracts that could be used for any COD Aid agreement.

This important new book deals with the changing nature of war in the post-Cold War era and the emergence of new forms of warfare in which warlords, mercenaries and terrorists play an increasingly important role. The author draws out the key shifts involved in this process: from symmetrical conflicts between states to asymmetrical global relationships of force; from national armies to increasingly private or commercial bands of warlords, child soldiers and mercenaries; from pitched battles to protracted conflicts in which there is often little fighting and most of the violence is directed against civilians. Changes in weapons technology have combined with complex economic factors to make the prospect of endlessly simmering wars a real danger in the years to come. Against this background, the author outlines the rise of a novel form of international terrorism, conceived more as a political method of communication than as an element in a military strategy. The resulting challenges faced by Western governments, and the costs and benefits associated with any response, are taken up in a concluding section that contrasts the characteristic European and American approaches and examines the implications for the future of international law.
