Studienarbeit aus dem Jahr 2013 im Fachbereich Politik - Region: Afrika, Note: 2, Universität Wien, Sprache: Deutsch, Abstract: Seit mehr als 40 Jahren gehört Frankreich mittlerweile zu den wichtigsten Geberländern der staatlichen Entwicklungszusammenarbeit. Die Entwicklungspolitik wird dabei in kaum einem anderen Land so kontrovers diskutiert. Von Beginn weg war und ist die französische Entwicklungszusammenarbeit von einem klar definierten, engen Verhältnis zu ehemaligen Kolonien geprägt. KritikerInnen der Entwicklungshilfe und -zusammenarbeit, welche beispielsweise der Postkolonialen Theorie zuzuordnen sind, würden bei diesem Land argumentieren, dass die Entwicklungshilfe nur aus dem Grunde geleistet wird, um die Machtbeziehungen zu und den Einfluss auf ehemalige Kolonien in afrikanischen Ländern wie beispielsweise Senegal, Algerien oder Mali aufrechtzuerhalten und diese Regionen weiterhin in dem Zustand der Abhängigkeit zu bewahren. Im Laufe meiner Arbeit möchte ich folgende Fragestellungen klären: Wer sind die Akteure von und was sind die Motive für Entwicklungshilfe? Womit argumentieren die KritikerInnen? Inwiefern ist die Entwicklungshilfe Frankreichs ein reines, nachfolgendes Konstrukt der ehemaligen Kolonialepoche, verbirgt sich dahinter ein politischer und wirtschaftlicher Plan, der Machtbeziehungen aufrecht erhalten und Nehmerländer weiterhin abhängig halten soll? Inwiefern ist die Entwicklungshilfe Frankreichs ein Produkt der Systemkonkurrenz, welche Rolle spielen Rohstoffe in diesem System? Außerdem habe ich für meine Abschlussarbeit folgende Hypothese aufgestellt: Je höher der ehemalige Einfluss Frankreichs in afrikanischen Ländern in Form von Kolonien, desto höher die Summe der fließenden Entwicklungsgeldern in Richtung sogenannter „unterentwickelter Staaten“. Bevor ich mit der Beantwortung meiner Fragestellungen und der spezifischen Behandlung dieses Themas in Frankreich beginne, möchte ich allerdings auf den Begriff „Entwicklungshilfe“ näher eingehen und die Geschichte von diesem erläutern.
