The practical application of strategic environmental assessment (SEA) is becoming increasingly common. A growing number of SEAs are being undertaken around the world, and several countries have issued guidance on how these should be carried out. However, few countries as yet have formal SEA regulations, and few completed SEAs have demonstrated all the elements of current best practice. The Practice of Strategic Environmental Assessment aims to provide a unique analysis of SEAs which have been undertaken, drawing on a variety of methods and circumstances to illustrate how best practice can be achieved, and providing inspiration for those considering studying, commission or carrying out an SEA. Part I sets the rest of the book in context, giving a review of international SEA guidance and regulations, and discussing models and methodologies. This book presents the findings and recommendations of the evaluation of the World Bank's Strategic Environmental Assessment (SEA) Pilot Program. It shows that SEA can contribute to improving development policy and sector reform by calling attention to environmental and social priorities, strengthening constituencies, enhancing policy capacities, and improving social accountability. It also provides guidance for undertaking SEA in policy and sector reform. Although it acknowledges the need for tailoring SEA to the context of specific sectors and countries, the book discusses in detail and illustrates with examples the analytical work and participatory processes required for effective SEA at the policy level. It suggests that the time is ripe for scaling up SEA in development policy and sector reform and recommends the establishment of a global alliance on environmental and climate change mainstreaming to support developing countries efforts for achieving sustainable development. Clark PADC Environmental Impact Assessment and Planning Unit Project Director Events throughout the world substantiate the view that planning and decision-making systems need a better integration of environ mental, economic and social considerations. Many organizations are showing considerable interest in Environmental Impact Assessment (EIA) and its role in project planning and policy evaluation and as an aid to decision-making. Consequently, it was decided to hold a NATO Advanced Study Institute on EIA for the following reasons. First there is evidence of uncertainty, particularly amongst many scientists and decision-makers, as to the nature, scope and object ives of EIA. Secondly, there is much confusion over the objectives and utility of certain EIA methods. Third, there appears to be a gulf developing between decision-makers and what they require from EIA, and the ability of the scientist to provide information which is scientifically rigorous. Finally, there appears to be little concern as to the relationship between "impact prediction" and the actual consequences ofa development activity, suggesting that if EIA is not to become both politically and scientifically disreput able greater emphasis should be placed on prediction, monitoring and post-audit studies. As will be seen from the contents of this volume the ASI attempted to address all of the above topics and indeed many more. It was perhaps inevitable that the ASI raised more questions than were answered but this is indicative of the vigorous debate that is now taking place about the role and utility of EIA.
