The first concerns that come to mind in relation to pollution from road vehicles are direct emissions of carbon dioxide and toxic air pollutants. These are, of course, important but the impacts of road traffic are altogether more substantial. This volume of the Issues in Environmental Science and Technology Series takes a broader view of the effects on the environment and human health, excluding only injury due to road traffic accidents. Abstract: Abstract of dissertation entitled Local Policies and the Environment - A Study on Vehicle Pollution submitted by AU YEUNG Ching Cheong, Stephen for the degree of Master of Arts in Transport Policy and Planning at The University of Hong Kong in June 2007 Hong Kong is a small and densely populated city, therefore, it is imperative that Hong Kong Government aggressively takes measures to preserve the already damaged environment. To this end, Hong Kong must constantly review and revise its policies so that stricter and more stringent regulations and ordinances can be formulated to govern vehicle emissions. It should be noted that pollution from vehicular transport: a) causes damage to the environment, b) produces harmful effects to human health, and c) incurs a great monetary loss to the public. The adverse impact from vehicular transport is divided into three aspects, namely, air pollution, noise pollution and waste pollution. Since 1990, local Government has implemented a series of policies to reduce vehicular traffic related pollution, such as the adoption of low sulphur diesel, emission control of diesel vehicles, etc. Although these policies have been successful in reducing air pollution, there is a great urgency to further reduce pollution. Therefore, local Government should consider more effective policies, such as "transit first" policy, traffic congestion management and other long term strategies, in order to eliminate further pollution from vehicular transport. i It is the purpose of this dissertation to explore local policies in relation to the environment and to study pollution caused by vehicles. The case to reduce our carbon footprint is a very compelling and urgent one.
