This paper elaborates the issue of possible urban development of Croatian communities leaving low carbon footprint and less environmental impact in general which would at the same time ensure preserving of their attractiveness for inhabitants and tourists. Owing to its beauty, wealth of its ecosystems and abundancy of water, Croatia is under an ever increasing pressure of developers. Dominant model in Croatia are greenfield investments in tourism, while historical buildings or sites located in priceless city centres are often out of use. Author considers environment as an asset of the locality and of tourist destination, analyses land use and based on empirical research proposes the urban development model that is environmentally and tourism friendly. Environmentally-friendly urban planning implies fewer miles of roads and of the utilities, less pollution, less impervious surfaces, better water management and the protection of ecosystems, and less greenhouse gas emissions. It at the same time means enhancing the attraction of traditional communities, be they big cities or small towns, for visitors and tourists, since the well-planned infill leads to communities' vividness and lesser carbon footprint. The model is devised to greatly improve the quality of life and demonstrates that simple, less costly, environmentally and tourist friendly development and conservation solutions can be widely applied in Croatian big and small communities.

First held in 2015, the conference evolved from a series of conferences on coastal processes, sustainable development, and city sustainability that began in 1992. The growth of world population and the preference for living in coastal areas has resulted in their ever-increasing development. Coastal areas are the most common destination which brings in economic growth but implies additional urban development and increases the need for resources, infrastructure and services. The activities common to coastal cities require the development of well-planned and managed urban environments, not only for reasons of efficiency and economics, but also to avoid inflicting environmental degradation and the resultant deterioration of quality of life and human health. Because of the complex nature of such integrated planning, the support of computational models is essential in order for planners to explore various options and to forecast future services and plans. Previously, the development of tourism sought to meet the aspirations of entrepreneurs for quick profits rather than to be sufficiently concerned about preserving natural resources, thus wasting the resource base and permanently reducing the landscape value. Opposed to random and insufficiently planned development is sustainable development, today crucial for the successful management and market positioning of each particular economic branch, particularly of tourism.Very sensitive to any form of crises, tourism must respond promptly to every change in tourist behaviour. Since the recession has contributed to the decrease in overall welfare and available funds for rest and recreation, this paper aims to analyse new sustainable tourism development, which is becoming an increasing challenge today. The paper elaborates the hypothesis of possible increase in overall sustainability of a tourism destination by introducing sustainable development models. According to the analysis, it is no longer enough to care of preserving the resource base, but also to encourage consumption of potential visitors, with particular importance of creating the new management model as the result of interdisciplinary activity of all interested private and public undertakings. This implies the satisfaction of economic, environmental, and social elements. The paper was conducted using the following methods: collection and analysis of data, information from secondary resources, deduction, and description methods. At the end the Management Activity Plan for Sustainable Tourism Destination in Croatia is suggested by the authors.
