Equal opportunities programs in the Member States of the European Community (EC) are based on international law, EC law, and various legal provisions at the national level. Two main types of positive action can be identified among the various initiatives implemented in the different Member States: (1) governmental promotion of positive actions through legislation and agencies; and (2) creation of an infrastructure. Companies surveyed stress the importance of continuing vocational training for personnel, but the vast majority of trainees are men. Companies can be grouped into three types depending on their personnel and equal opportunities policies: (1) firms that follow recommendations and national legislation; (2) companies with no specific positive action program that apply the principle as a company, organizational, and personnel policy; and (3) companies that develop and implement a positive action program. The players involved have varying importance in terms of their tasks, strategies, and negotiating capacity; key protagonists are the company, women, promoters, and support mechanisms of the positive action. Training programs can be classified as insertion; retraining or reskilling; and promotion, development, and preparation for management. The effects produced by the positive actions are more training for women, a new sense of legitimacy for equal opportunities policy, and increased occupational visibility for women. First published in 1997, this volume contributes to the debate on the ground-breaking Technical and Vocational Education Initiative (TVEI) introduced by Margaret Thatcher by exploring the implications of its equal opportunities policy. The scheme was announced in 1982, piloted in 1983, extended nationally in 1987 and ended in 1997. It responded to criticisms that the education system was failing to meet the needs of employers and committed to equal opportunities for boys and girls along with increasing access to technology at the genesis of the computing era. The TVEI represented the first major intervention by central Government in curriculum development in England and was organised on a local authority level. The author, Sue Heath, had experienced mixed messages for what students of each gender could expect to achieve and she remained fascinated by the implications of the TVEI for 1980s school curriculums. Based on research begun in 1989, the volume reassesses the significance of the TEVI as a landmark policy in education. Heath examines areas including vocationalism, the issue of gender, implementing the TVEI locally, the curricular experiences of TVEI pupils and whether the TVEI succeeded in preparing students for the world of work and later life.

Chapter 3 includes evaluative descriptions of whether the programs offered to women and girls met criteria for success; participants; training firms and training institutions; advisory, research, and evaluation measures; and sources of funding for the programs. Chapter 4 provides recommendations on vocational training for women in the EC in five areas: school and vocational orientation, labor market, vocational training, economic independence, and empowerment measures. The bibliography includes 13 national reports and 16 additional references. Appendix 1 provides a catalog of programs in three parts: programs for skilled occupations to which women had previously not had access; programs to assist women in securing occupational advancement and managerial positions; and programs for women entering or reentering the work force. This paper presents an overview of the Equal Opportunities and Vocational Training program of the European Centre for the Development of Vocational Training (CEDEFOP) from its inception in 1977 until 1990. In the first section, the report describes the legislation that spurred the equal opportunities and vocational training program and presents some comparative statistics showing the gains in women's employment for the years 1976-1988. The statistics show that in general, the percentage of women in employment increased from 2 to 12 percent for the various countries of the European Economic Community, although the unemployment rate among women remained higher than that of men in most of the countries. The second section of the report describes the new approaches in the field of vocational training developed by CEDEFOP. It shows that women and girls complete job training in "men's" fields as well as or better than men; however, few women have moved into such jobs. However, continuing training led to changes in activities and skills, positively changing women's attitudes to work and promoting a sense of corporate identity. The section provides a skills profile for equal opportunity counselors, describes training for women entrepreneurs, and describes programs for women in information technology and microelectronics. Finally, the section discusses the difficulty of evaluation of programs for women. In the third section, the report concludes that the vocational training program has been successful in opening up discussion and building bridges in the field of continuing training.
