The Department needs a system which recommends whether to retain or replace a unit of equipment, given that class of equipment's age, mileage, resale value, and the cost of replacement equipment. TxDOT categorizes, accounts for, and replaces equipment based on classes of equipment; the new automated fleet optimization system must use these class codes. The objective of this project is to (1) determine the best optimization methodology; (2) evaluate commercial fleet management systems; (3) develop the model if this is cost-effective relative to purchasing a commercial model; and (4) validate the new model as needed using data available on TxDOT's current fleet. To accomplish this project, the research team will formulate the equipment replacement optimization problem as a Mixed-Integer Linear Programming (MILP) model, and propose both Deterministic Dynamic Programming (DDP) and Stochastic Dynamic Programming (SDP) approaches to solving the Equipment Replacement Optimization (ERO) problem. Certainly, this system will be user-friendly and designed so that it can be easily used by non-technical district personnel (to evaluate individual district units against a class) and by technical division personnel (Fleet Manager) to develop optimal aggregate classcode replacement cycles.

Recurring issues for Navy and DoD analysts are decisions on the upgrade, purchase, and retirement of equipment with high capital cost and long useful life. Since the PHOENIX model was developed in the late eighties a number of theses addressing different equipment procurement and modernization problems have been written at the Naval Postgraduate School. Those models have a common thread of purpose data, and methods that suggest the possibility of building a common model subsuming those previous efforts. The model developed is a mixed- integer linear program written in GAMS, and its most appealing characteristic is the spreadsheet application that allows the user to enter data, solve the model, analyze its output, enter user feedback in the process of finding a new solution, and also to manage a collection of candidate solutions. With this approach difficulties are hidden from the user who interacts only with the spreadsheet and does not have to build his own model. The combination of a generic model and the visual programming capability of the spreadsheet provides the user with a tool to accomplish more complete, complex and sophisticated analysis.

The use of automated machines and equip-ment in order to produce goods is very common today; hence companies have to rely on reliable machines which are available and working 100% of the time. In order to attain a flawless working factory, maintenance management is crucial. However companies cannot hope that the decisions they make concerning maintenance management are optimal and they start therefore to use decision support systems based on optimization methods. Also maintenance management is very complex and a lot of different decisions have to be made, like defining maintenance intervals, personal planning, when to buy spare parts, when to replace equipment etc. It is easier for companies to base their decisions on a mathematical program, and therefore the use of maintenance management optimization models arises. Optimization models proved to be very advantageous in other sectors, so it was just a matter of time before optimization methods where ported to maintenance man-agement. Problematic in the case of maintenance optimization are the very specific maintenance problems resulting in a large number of different maintenance optimization models. It is consequently very difficult to get a good overview about the different models and their application. R. Dekker, who has worked a lot on maintenance optimization and on operations research in maintenance management wrote a paper about maintenance optimization methods and their application, ‘Application of maintenance optimization models: a review and analysis’. It summarizes maintenance management in general, gives a brief history of maintenance management, describes different optimization methods, their practical application, problems which can occur by applying the models etc. In this paper, I will discuss the work of R. Dekker; first of all there will be a description of the paper, explaining what it is about and giving a resume of important aspects. In the second section, the paper will be compared to other papers concerning maintenance opti-mization, different and identical aspects will be explained. Furthermore some information will be added in order to simplify the comprehension of maintenance optimization mod-els. Finally I will comment the paper, and give my opinion about the aspects that I liked and what I would describe differently.
