Philippine political history, especially in the twentieth century, challenges the image of democratic evolution as serving the people, and does so in ways that reveal inadequately explored aspects of many democracies. In the first decades of the twenty-first century the Philippines has nonetheless shown gradual socioeconomic "progress". This book provides an interpretive overview of Philippine politics, and takes full account of the importance of patriotic Philippine factors in making decisions about future political policies. It analyses whether regional and local politics have more importance than national politics in the Philippines. Discussing cultural traditions of patronism, it also examines how clan feuds localize the state and create strong local policies. These conflicts in turn make regional and family-run polities collectively stronger than the central state institution. The book goes on to explore elections in the Philippines, and in particular the ways in which politicians win democratic elections, the institutionalized role of public money in this process, and the role that media plays. At the dawn of the twentieth century, the U.S. Army swiftly occupied Manila and then plunged into a decade-long pacification campaign with striking parallels to today’s war in Iraq. Armed with cutting-edge technology from America’s first information revolution, the U.S. colonial regime created the most modern police and intelligence units anywhere under the American flag. In Policing America’s Empire Alfred W. McCoy shows how this imperial panopticon slowly crushed the Filipino revolutionary movement with a lethal mix of firepower, surveillance, and incriminating information. Even after Washington freed its colony and won global power in 1945, it would intervene in the Philippines periodically for the next half-century—using the country as a laboratory for counterinsurgency and rearming local security forces for repression. In trying to create a democracy in the Philippines, the United States unleashed profoundly undemocratic forces that persist to the present day. But security techniques bred in the tropical hothouse of colonial rule were not contained, McCoy shows, at this remote periphery of American power. Migrating homeward through both personnel and policies, these innovations helped shape a new federal security apparatus during World War I. Once established under the pressures of wartime mobilization, this distinctively American system of public-private surveillance persisted in various forms for the next fifty years, as an omnipresent, sub rosa matrix that honeycombed U.S. society with active informers, secretive civilian organizations, and government counterintelligence agencies. Why have Taiwan, rich parts of China, and Thailand boomed famously, while the Philippines has long remained stagnant both economically and politically? Do booms abet democracy? Does the rise of middle “classes” promise future liberalization? Why has Philippine democracy brought no boom and barely served the Filipino people? This book, unlike previous books, shows that both the roots and results of growth are largely political, not just economic. Specifically, it pays attention to local, not just national, power networks that caused or prevented growth in the aforementioned countries. Violence has been common in these politics, along with money. Elections have contributed to socio-political problems that are also obvious in Leninist or junta regimes, because elections are surprisingly easy to buy with corrupt money from government contracts. Liberals should pay more serious theoretical attention to the effects of money on justice, and Western political science should focus more clearly on the ways non-state local power affects elections. By considering the role of local money and power (above all, from small- and medium-sized firms that emerged after agrarian reforms) on elections and justice, this book asks democrats squarely to face the extent to which electoral procedures have failed to help ordinary citizens. This book is the outcome of a South-South conference jointly organized by the Asian Political and International Studies Association (APISA), the Latin American Council of Social Sciences (CLACSO) and the Council for the Development of Social Science Research in Africa (CODESRIA) in Dakar, Senegal, May 2012. The conference was organised in response to the financial crisis of 2008 which started in the United States and Europe, with reverberating effects on a global scale. Economic problems emanating from such crises usually leave major social and structural impacts on important sectors of the society internationally. They affect living standards and constrain the well-being of people, especially in poor countries. Persistent problems include high unemployment, increased debt and low growth in developed countries, as well as greater difficulties in accessing finance for investment in the developing world. There is a need for countries in the South to examine the available options for appropriate national and regional responses to the different problems emanating from the economic crisis. This book attempts to provide ideas on some strategic responses to the disastrous impact of the crisis, while keeping in mind the global common interest of the South. It is hoped that the book will contribute significantly towards the agenda to rethink development and the quest for alternative paradigms for a just, stable and equitable global political, economic and social system. A system in which Africa, Asia, and Latin America are emancipated from the shackles of hegemonic and anachronistic neoliberal dictates that have nothing more to offer than crises, vulnerabilities and dependency.

Even as the specter of populism haunts contemporary societies, scholars have not been able to agree about what it is. Except for one thing: a deviation from democracy, the source, it seems, of the precarious position in which so many societies find themselves today. This volume aims to break the Gordian knot of “populism” by bringing a new social theory to bear and, in so doing so, suggesting that normative judgments about this misunderstood phenomenon need to be reconsidered as well. Populism is not a democratic deviation but a naturally occurring dimension of civil sphere dynamics, fatal to democracy only at the extremes. Because populism is highly polarizing, it has the effect of inducing anxiety that civil solidarity is breaking apart. Left populists feel as if civil solidarity is an illusion, that democratic discourse is a fig leaf for private interests, and that the social and cultural differentiation that vouchsafes the independence of the civil sphere merely reflects the hegemony of narrow professional interests or those of a ruling class. Right populists share the same distrust, even repulsion, for the civil sphere. What seems civil to the center and left, like affirmative action or open immigration, they call out as particularistic; honored civil icons, such as Holocaust memorials, they trash. How can the sense of a vital civil center survive such censure from populism on the left and the right? Populism in the Civil Sphere provides compelling answers to these fundamental questions. Its contributions are both sophisticated theoretical interventions and deeply researched empirical studies, and it will be of great interest to anyone concerned about the most important political developments of our time.
