Why society needs to reclaim the power to create money At the heart of capitalism lies the ability of private banks to create money at the stroke of a key. Why have we ignored this unique privilege for so long – and at what cost? Aaron Sahr attributes the lack of attention paid to money creation to the core of popular theories of capitalism, which equate economic power with capital ownership. This conceptual framework obscures the real drivers of capitalist dynamics as well as the causes of increasing inequality. By exploring the transformation of banking over the last half century, Sahr shows how the creation of money has driven the rise of finance as well as splitting incomes from wealth. As a result, the real economy of ordinary people has become a debt supplier to a monetary system whose returns accumulate at the top. It is not simply the markets but money itself that transfers wealth from the masses to a minority. Increasing financial inequality can therefore only be remedied by addressing predistribution – the modalities of money creation – as well as the distributive effects of the markets. By mapping this hidden regime of ‘keystroke capitalism’, Sahr makes an essential contribution to our understanding of economic inequality and capitalist dynamics.

Aaron Sahr beleuchtet das Dreieck von Privatvermögen, Schulden und ökonomischer Ungleichheit und stößt dabei im "Maschinenraum des Kapitalismus" auf eine paraökonomische Quelle der Vermögensbildung: das Geldschöpfungsprivileg privater Banken. Private Banken produzieren Geld aus dem Nichts durch einfachen Tastendruck. Von diesem Privileg, so die These Sahrs, profitiert vor allem eine Minderheit, ist sie doch in der Lage, sich die Renditen des Tastendruck-Systems anzueignen. Es gilt zu verstehen, durch welche Kanäle diese Aneignung gelingt, was sie für unser Verständnis des Kapitalismus bedeutet und wie mit ihr umzugehen ist. Aaron Sahr rekonstruiert die Entkoppelung des Bankensystems vom Bedarf an Kapitaleigentum, er entlarvt die Denkfehler, die den Transfercharakter des Finanzsystems verdecken und beschreibt damit zugleich paraökonomische Mechanismen, die ökonomische Ungleichheit verschärfen. Das Buch richtet sich an eine kritische Öffentlichkeit der politischen Ökonomie unserer Zeit, deren Debatte sich nicht nur auf ausbleibende Vermögenssteuern, exorbitante Managergehälter oder fehlende Grenzen für Spekulanten beschränken sollte. Stattdessen, so Sahrs Appell, sollte über den "Maschinenraum des Kapitalismus" gesprochen werden, und das bedeutet: über eine Reform der Geldschöpfung. Growth and Welfare in Advanced Capitalist Economies takes stock of the major economic challenges that advanced industrial democracies have faced since the early 1990s and the responses by governments to them. It has three goals: firstly, to further our understanding of how political economies have transformed over the past decades; secondly, to analyse the contribution of governments to these changes, by looking at their growth strategies and thirdly, to highlight and analyse the role of the reforms of welfare systems in this transformative change. In a nutshell, this book maps and provides general understanding of the evolution of growth regimes in advanced capitalist countries. It identifies five main growth regimes in contemporary advanced capitalist economies (three export-led and two domestic demand-led ones). To do so the book combines a supply side approach to economic growth as advocated by the Varieties of Capitalism Literature (OUP, 2001) with a demand side perspective as the recent discussion on growth models has exemplified. It argues that all political economies consist of growth regimes, which are based on a set of institutions that shape the supply side of the economy as well as on demand drivers such as government spending and private consumption. Both supply and demand are heavily shaped by the welfare state which provides for skills through education systems and stimulates demand through high social spending and private pension funds. The book focuses on the analysis of welfare reforms as growth strategies pursued by governments in an era characterised by financialization and the rise of the knowledge economy.
