É a primeira vez que, em Portugal, se concretiza o desafio de sistematizar boas práticas de gestão escolar de um modo ambicioso. Este projecto teve início com um primeiro estudo, feito em parceria com o Ministério da Educação e com a empresa consultora McKinsey & Company, que levou à realização de um aprofundado inquérito de campo a cerca de 500 escolas e que permitiu associar boas práticas de gestão a escolas com resultados superiores. Seguiu-se um trabalho de fundo feito pela EPIS, em colaboração com a McKinsey, a Direcção-Geral de Recursos Humanos da Educação e o Conselho das Escolas, que consistiu na realização de entrevistas em profundidade aos presidentes dos conselhos executivos de 29 escolas de todo o país. Adicionalmente, em três delas, foi levado a cabo um processo de imersão para uma mais completa apreensão da dinâmica de gestão da escola e dos processos desenvolvidos. Destas etapas resultou este manual, que contém mais de 130 boas práticas nas diferentes áreas da gestão escolar - organização e processos de gestão estratégica, gestão da actividade pedagógica e gestão de áreas e actividades de suporte - explicadas através de aplicações reais e ilustradas pelas boas práticas nestas 29 escolas de todo o país e também através de alguns casos de estudo internacionais comprovados.

Gestão Financeira e “Accountability” na Escola Pública de: Cármen Sílvia Morais Cardoso Sinopse Realizou-se este trabalho de investigação sobre a mais recente reestruturação da escola pública que foi a criação dos agrupamentos de escolas. Vislumbrou-se o novo modelo de gestão bem como o «modus operandi» da governança/ administração/finanças escolares, tendo por base a relatividade da sua autonomia, assim como das constantes reformulações a que o conceito tem sido submetido. Aplicou-se à Escola Pública o modelo financeiro proposto por Slomski (1996). Utilizou-se, como metodologia, um estudo de caso instrumental único, alicerçado numa estratégia multimétodo que conjugou dados qualitativos e quantitativos, através da observação participante, registo, análise documental, questionário e entrevistas a informantes-chave. Focalizou-se o olhar na opinião dos professores, e intentou-se compreender como observam o modelo de autonomia e de gestão/administrativa desta nova(mega) unidade orgânica. Em paralelo, pode-se constatar que o agrupamento de escolas apresentou, em 2012, um Resultado Económico positivo de 756 940,37 €, o que equivale a uma média de 330,57 € por aluno. Concluiu-se que o agrupamento de escolas desenvolve, de forma eficiente, a sua atividade de educação pública e devolve à sociedade os benefícios pela sua ação, a um custo menor que o preço do mercado. Reconheceu-se um “agrupamento de valor” e, por isso, a caminho da “excelência”.
