Excerpt from Essays, Military and Political, Written in India The Essays comprising this volume were contributed by Sir Henry Lawrence to the Calcutta Review. They are printed now with scarcely any alteration, beyond the correction of typographical or clerical errors, and an occasional excision or adaptation of those allusions to existing times and local circumstances, which are generally scattered, more or less, over our periodical literature, hut which the lapse of years renders, if not unintelligible, unappreciable by the reader of to-day. It is not to be understood by this that there has been any attempt to adapt these Essays to the circumstances of the present times. It will be apparent after the perusal of a few pages, that there is much in them which, in one sense, may be described as "out of date." But to have expunged all references to a bygone state of things, and all recommendations of reforms which have been carried out, would have been but scant justice either to reader or to writer. For it would have diminished the historical interest of the volume, and would have obscured the services rendered by Sir Henry Lawrence to the cause of Military Reform. Excerpt from The Government of India This book was written in all its substantial parts before the Government took steps to meet the conditions which the war had created in India. I venture to publish it, however, because it indicates a different point of view from that which appears to be animating the Government, though in some respects their practical proposals do not materially difier from mine, but also - and this is the chief reason - because during the time of transition upon which we are entering, and which the montagu-chehnsford Report does no more than inaugurate, it is important that we should understand the origin and evolution of our Indian connections. India is a going concern, a problem in organic politics. Its needs cannot be met by an adjustment here and an adjustment there; they have to be viewed in their wide sweep. This spirit will have to be maintained after the montagu-chelmsford Report has produced its first harvest of legislation. Excerpt from Essays on the External Policy of India On his arrival in India, he found Sir William Muir Foreign Secretary, under Sir John Lawrence as Viceroy, and he soon established himself on good terms with his new superiors. About this time he made his first appearance as a public speaker, on the occasion of the Oxford and Cambridge dinner at Calcutta, at which he was selected to return thanks for the Civil Service. He took the precaution of learning his speech by heart, and sent home his ms. Copy to his mother. It boldly uttered his dissatisfaction with the present system of competition for Indian appointments, in so far as it tends to shut out candidates from a University education. This dissatisfaction became more deeply rooted in Wyllie's mind as the number of University men year by year diminished in the list of the successful competitors, and received its final expression in a printed letter from him to Sir Charles Trevelyan. I believe that every member of the service, and indeed all who have had practical experience of the working of the system in India, take the same view. In Wyllie 3 case such sentiments are particularly worthy of notice for they are not the utterance of one who was calling up, after the lapse of a considerable interval, the transfigured memories of his undergraduate days, but of one who had volun teered to undergo his final University examinations at the mature age of thirty-one.
