This dissertation consists of three papers on land use economics and regulation. The first paper focuses on the environmental impacts of land use and their implications for the design on water quality trading policies. The second and third papers address local land use regulations and their impact on land values and land use patterns. The first paper provides a national-scale, watershed-level assessment of land use impacts on water quality and aquatic ecosystems in the United States. The results suggest that the level of conventional water pollution in a watershed is significantly affected by the amount of land allocated to intensive agriculture and urban development, while the level of toxic water pollution is significantly affected by the amount of land allocated to transportation and mining. Implications of the results for the design and implementation of water quality trading policies are discussed. The second paper develops an empirical framework to conduct an exploratory analysis of effects of land use regulations on land values and land use patterns in a GIS-based landscape near Eugene, Oregon. All the land use regulations considered in this study, including exclusive farm use zoning, forest zoning, urban growth boundary designation, residential density zoning, commercial zoning, and industrial zoning, are found to affect land value and use both inside and outside of the designated zones. While there are many issues this framework does not address, preliminary results indicate that regulations (except commercial zoning) tend to increase the value of land outside the designated zones, but reduce the value of land inside the designated zones. The framework is applied to measure the reduction in value due to regulations vs. the value of individual exemptions at the parcel level to illuminate the controversy surrounding Oregon's Measure 37. The reductions in value due to regulations are found to be considerably smaller than the values of individual exemptions for almost all regulations contested in the Measure 37 claims. The third paper evaluates the efficiency of the current system of land use regulation, analyzes the possible changes to the regulatory structure, and studies the role of spatial and temporal interaction among neighboring land uses.

This dissertation consists of three papers on land use economics and regulation. The first paper reviews numerous past literatures on how land-use regulation, agricultural subsidies, and use-value assessment method affect land values. The second paper uses a theoretical model to analyze how imposing minimum-lot-size zoning and different designs of minimum-lot-size zoning policies affects land value. The third papers use land data from Oregon to investigate the price effect of minimum-lot-size zoning and potential impact of Measure 37 and 49. The first essay reviews an extensive collection of literature from most major applied economics journals in recent years. These past studies attempted to investigate the impacts of various land use policies, including minimum-lot-size zoning, open space protection, wetland conservation, etc. These studies demonstrate how land use policies might affect residents' land consumption, social welfare, land markets, local government finance, and urban development patterns. Various econometric and mathematical models have been used to overcome problems related to modeling and data, such as spatial correlation. The objective of the second essay is to investigate the effect of the minimum-lot-size zoning on land values versus the value of individual exemptions from the regulations. The study first assumes all residents live in a monocentric city and have the same income constraints, and then assumes that there are two income groups living in the monocentric city. Minimum-lot-size zoning is applied to the periphery of the city. As stated in the study by Jaeger and Plantinga (special report, June 2007), distinguishing between two concepts - the change in property value due to regulation and the value to a landowner of an individual exemption to a regulation - is important to estimate the potential impact of Measure 37 and 49. Therefore, this study will explore both cases: 1) the removal of minimum-lot-size zoning from all parcels, and 2) having a single parcel exempted from zoning. Both open-city and closed-city scenarios will be considered. The comparative statics will show how the zoning policy influences urban land values. In addition, a simulation will help to demonstrate the impact of policy changes. The third essay uses the two-stage hedonic model to estimate the demand for lot size. The first stage estimation allows us to estimate the marginal impact of zoning policies, while the second stage estimation is used to investigate how land values are affected by the non-marginal change in zoning policies, such as the elimination of zoning or changes related to Measure 37. In the first stage estimation, the zoning policy is assumed to have two conflicting impacts on the land value; the regulation reduces development opportunities while it also may provide more environmental benefits. In the empirical model, four Oregon counties are considered as separate land markets, and the distribution of consumers' tastes are assumed to be the same across the counties. This provides a tool for solving the identification problem in the second stage estimation.

Societies frequently implement land use policies to regulate resource extraction or to regulate development. However, two important policy questions remain unresolved. First, how effective are land use regulations? Second, how do land use regulations affect socioeconomic conditions? Three issues complicate the evaluation of land use policies: (1) overt bias may lead to incorrect estimates of policy effects if implementation is nonrandom; (2) the policy may affect outcomes in neighboring unregulated lands; and (3) unobservable differences between regulated and unregulated lands may lead to biased assessments. Previous evaluations of land use policies fail to address these sources of bias simultaneously. In this dissertation, I develop an approach, using matching methods, which jointly accounts for these complications. I apply the approach to evaluate the effects of Costa Rica s protected areas on land use and socioeconomic outcomes between 1960 and 2000. I find that: (1) protection prevented the deforestation of only 10 percent or less of protected forests; (2) protection resulted in reforestation of only 20 percent of non-forest areas that were protected; (3) protection had little effect on land use outside protected areas, most likely because, as noted above, protected areas had only small effects on land use inside protected areas; and (4) there is little evidence that protected areas had harmful impacts on the livelihoods of local communities: on the contrary, I find that protection had small positive effects on socioeconomic outcomes. Furthermore, the methods traditionally used to conduct such evaluations are biased. In contrast to the findings above, those conventional methods overestimated the amount of avoided deforestation and erroneously implied that protection had negative impacts on the livelihoods of local communities. This dissertation contributes to policymaking by providing empirical measures of protected area effectiveness. Although annual global expenditures on protected areas are about $6.5 billion, little is known to date about the returns on these investments. This study also indicates that policymakers should give careful consideration to current proposals to compensate communities living in or around protected areas: contrary to widely held assumptions, the findings suggest that protection may not have harmful effects on socioeconomic outcomes.

The three chapters in this dissertation can be separated into two sections, each seeking to answer a different question. The first question (in Chapter 1) is whether information about the behavior of others affects charitable giving from lapsed donors. The second question (in Chapters 2 and 3) is whether (and to what extent) land use regulations affect housing prices and housing construction. Using data from an experiment carried out by a large nonprofit organization, Chapter 1 finds that lapsed donors who received a solicitation letter referencing a relatively high donation made by another donor (high social information) were more generous in giving, but overall less likely to make a donation, relative to the baseline (low social information) group. Thus, high social information can have potentially offsetting effects when applied to lapsed donors. Nonprofits should consider this trade-off when employing social information fundraising techniques to solicit donations from lapsed donors. Chapter 2 estimates the extent to which the supply of new housing is restricted by land use regulations, using a panel of California cities from 1970-1995. While land use regulation is found to significantly reduce residential development, controlling for unobserved heterogeneity using city and year (two-way) fixed effects reduces the magnitudes of the estimates by 50-75%. Attenuation bias from measurement error can only account for a small proportion of this reduction, suggesting that studies based on cross-sectional policy variation, which predominate this literature, may overestimate the effects of land use regulation. Using data from a survey of top land use officials in communities across the state of California, Chapter 3 provides a measure of both local regulatory stringency and the degree to which geographic constraints inhibit local development. After exploring differences in regulatory patterns across the state, the index is applied to a model of housing prices. Land use regulation in California is related to the level of that state0́9s housing prices, but not the elasticity of housing supply. Instead, where housing demand increased through the expansion of subprime lending, geographic constraints exacerbated the run-up and subsequent crash of local housing prices.

Oregon's land use planning system is often recognized as having been successful in its goals of limiting urban sprawl and protecting resource lands from development. However, it is difficult to quantify the impact of these regulations, because we cannot observe what would have happened in the absence of land use planning. The three essays in this dissertation explore the effects of Oregon's land use planning regulations on development patterns in the state, and also examine how the land use regulations are administered at the local level. The first essay in this dissertation asks if Oregon's land use regulations have successfully restricted sprawl outside of urban areas. Urban containment policies, including Urban Growth Boundaries (UGBs), are a common tool used by city planners to promote compact development. We analyze how well UGBs do in containing development using fine-scale GIS data on cities in Oregon. Earlier studies on UGBs yield mixed results, with some authors finding no effects of UGBs on housing market variables and urbanization rates and others finding significant effects. A challenge in measuring these effects is that the location of the UGB is unlikely to be an exogenous determinant of a land parcel's value for development. The panel structure of our dataset allows us to estimate the UGB's effect on the probability of development using a difference-in-difference estimator. This estimator controls for time-invariant unobservable variables and common temporal effects among parcels, thereby mitigating the potential for biased estimates due to the endogeneity of the UGB's location. We also pursue a novel approach to controlling for time-varying factors inspired by regression discontinuity design. We find that UGBs are effective in containing development in many of the Oregon cities we examine, although there are some cities in which development rates are the same inside and outside of the UGB. Our results show that we would greatly overstate the effects of the UGBs were we to evaluate cross-sectional differences in development rates, as is common in previous studies. Besides the creation of UGBs, another goal of Oregon's land use regulations is to encourage citizen involvement in the planning process. The second essay in this dissertation examines the use of voter annexation as a form of citizen involvement. More specifically, this paper addresses the following two questions. First, does voter annexation cause changes in city demographics and characteristics? Second, assuming that a city votes for amendments and annexations to the UGB and city limits, what factors impact the outcome of the vote? We analyze the first question using the method of propensity score matching, which has not previously been used to explore this topic. This allows us to account for the endogeneity that stems from the fact that cities with certain characteristics may be more likely to use voter annexation in the first place. The second question, which is only evaluated for cities that employ voter annexation, is analyzed with the use of the logit model. Oregon's land use regulations must be approved at the state level, but are administered locally. Therefore, unlike past studies, we are able to isolate specific differences in the way the program is administered, and are not evaluating the stringency of the program itself. Previous studies have found that voter-approved annexation causes developers to provide more public goods and increase the scale of development, thereby shifting community demographics. Once a land use decision is on the ballot, it is also noted that cities that are whiter, wealthier, and more liberal are more likely to pass referenda that promote preservation and restrict development. For the first question, we compare specific demographic indicators between the two groups of cities. Contrary to the results of previous studies, we find no effect of voter annexation on these indicators. Our results for the second question indicate that the characteristics of the voting process itself impact the outcome more than community characteristics, which also differs from the results of previous analyses. The third essay in this dissertation is an extension of the first essay, and focuses on the impact of Oregon's land use regulations on the protection of land in riparian corridors and land that has been designated for exclusive farm use (EFU). Riparian corridors are protected with the use of Oregon Goal 5, which focuses on development of natural resource lands inside of UGBs, while EFU land is protected with the use of Oregon Goal 3, which focuses on protection of agricultural land at the county level. The LCT dataset that was used in the first essay is also used in this essay. EFU land by definition has no probability of development in the initial period. Land located in riparian corridors may also face different initial levels of protection than other land. We deal with this endogeneity, and also account for location inside or outside of a UGB, with the use of the difference -in-difference-in-differences estimator. This is an approach that has not been used to explore the effect of Oregon's land use regulations on these land categories. Most of the past studies that have examined the impact of land use planning on development of agricultural land in Oregon have relied on analysis of general trends and indicators, and have concluded that land use regulations have been successful in protecting this land. Previous research on riparian zone protection has focused on protection of aquatic wildlife, and for the most part has not examined the protection of riparian corridors inside of UGBs. The limited studies that have studied the effect of these regulations in UGBs have determined them to be effective in slowing, but not stopping, development in these areas. Overall, we find that Oregon's land use regulations have been successful in protecting both county level agricultural land and riparian corridors located inside of UGBs from development. It is less clear whether these regulations have protected riparian corridors located inside of UGBs from other anthropogenic uses.

Its central claim is that, despite good intentions, regulations often have either been ineffective or exacerbated existing problems.
