This thesis contains five papers in public and labour economics, exploring how individuals and families respond to, and are affected by, public policies that form key parts of the pension and tax and benefit systems. The first paper examines how women change their retirement behaviour in response to an increase in the age at which they can first draw a state pension (the "state pension age"Â ). Exploiting the policy-driven increase in employment that is studied in the first paper, the second paper examines the effect of women being in paid work in their early 60s on two measures of health: cognitive function and physical disability. The third paper examines how individuals saving for retirement can be affected by their employers automatically enrolling them in employer-provided pensions, as employers are now obliged to do in the UK. The fourth paper seeks to understand better how automatic enrolment drives higher pension saving by examining its effects on the employees of small employers. Finally, the final paper in this thesis examines how individuals are insured against the reduction in employment and earnings that results from entering the labour market during a recession.

Demographic trends put a burden on EU pension provision. As the sustainability of pension systems is addressed by current pension reforms, lower benefit levels are projected. In this scenario, households may want to consider supplementing their public pension income. As their own residence is on average their most valuable asset, its transformation to income can be one form of alleviating financial distress in old age. Thomas Müller presents research findings on the interdependency of housing and pension wealth as well as on whether and to what extent housing wealth is decumulated after retirement. The author emphasizes the consideration of housing wealth in pension policies to enable European households to employ its housing asset as an income source in old age. About the Author Thomas Müller wrote his dissertation at the Real Estate Management Institute (REMI) at the EBS Business School. His research was motivated by the effects of demographic changes on pension provision in the EU. He focused especially on the allocation and liquidation of private housing wealth as a public pension supplement.

The Government established NEST as a low-cost pension scheme to help deliver the auto-enrolment programme and to address a market failure in the pensions industry which meant that many employers and employees were unable to access low-cost, good quality pension provision. However, the Committee believes that certain restrictions placed on NEST will create complexity for employers and will disadvantage some employees. The Committee's report recommends that, if state aid rules allow, the Government should remove the following restrictions: the cap on the annual contributions an individual can make to a NEST scheme; and the ban on individuals transferring existing pension pots into NEST. The Committee further urges the Government to proceed with its plans for State Pension reform, introducing a flat-rate State Pension and reducing the level of means-testing without delay. The report also highlights the difficulties and complexity employers and employees currently face in comparing the fees and charges applied by pension providers and recommends that, from 2013 onwards, if some auto-enrolment schemes still have hidden charges, or charges that represent poor value for money, the Government should use its powers to intervene. Auto-enrolment will impose new costs and may be particularly challenging for small employers however the Committee considers that the Government has taken appropriate steps to minimise the impact on businesses through its gradual and flexible approach ("staging and phasing") to implementation. Exempting small employers would create significant complexity, as well as excluding many employees from the benefits of workplace pension saving
