Decision making pervades every aspect of life: people make hundreds of decisions every day. The vast majority of these are trivial and without a right or wrong answer. In some respects there is also nothing extraordinary about pilot decision making. It is only the setting that is different - the underlying cognitive processes are just the same. However, it is the context and the consequences of a poor decision which serve to differentiate aeronautical decision making. Decisions on the flight deck are often made with incomplete information and while under time pressure. The implications for inadequate performance is much more serious than in many other professions. Poor decisions are implicated in over half of all aviation accidents. This volume contains key papers published over the last 25 years providing an overview of the major paradigms by which aeronautical decision making has been investigated. Furthermore, decision making does not occur in isolation. It is a joint function of the flight tasks; knowledge; equipment on the flight deck and other stressors. Aviation accident data indicate that the majority of aircraft mishaps are due to judgment error. This training manual is part of a project to develop materials and techniques to help improve pilot decision making. Training programs using prototype versions of these materials have demonstrated substantial reductions in pilot error rates. The results of such tests were statistically significant and ranged from approximately 10% to 50% fewer mistakes. This manual is designed to explain the risks associated with instrument flying activities, the underlying behavioral causes of typical accidents, and the effects of stress on pilot decision making. It provides a means for the individual pilot to develop an Attitude Profile through a self-assessment inventory and provides detailed explanations of preflight and in-flight stress management techniques. The assumption is that pilots receiving this training will develop a positive attitude toward safety and the ability to effectively manage stress while recognizing and avoiding unnecessary risk. Flying a high-technology fighter with high stakes and under high g-force is not only anissue of skilled psychomotor performance but also of real-time decision-making involvingsituation awareness, choice amongst alternatives, time pressure and risk assessment. There is no aeronautical decision-making (ADM) training program for military pilots inexistence neither in the R.O.C. Air Force nor around the world, although academicresearch had recognized the training needs for aeronautical decision-making. Thisresearch consists of three studies described in six chapters to develop an effective solutionfor ADM problems in order to improve military pilots decision-making in a dynamic andtime-limited tactical environment. The first chapter is an executive summary comprised by three studies. The secondchapter identified ADM training needs by applied the Human Factors Analysis andClassification System (HFACS). Without good analysis it is impossible to identifyprecisely the training needs and the nature of the training content required for improvingpilots performance. The third chapter examined five ADM training mnemonics in sixdifferent decision-making scenarios for developing an ADM training program. There aremany ADM mnemonics available. However, there was lack of empirical researchinvestigating the efficiency of those ADM mnemonics in the real-time tacticalenvironment. The fourth chapter evaluates the effectiveness of ADM training program bysimulator trials and pencil and paper trials. The fifth chapter is overall discussion, followed by the final chapter containing conclusions and recommendations. This research demonstrated that ADM training program did improve pilots in-flightdecision-making performance. Improvements in pilots situation assessment and riskmanagement were obtained, but these were traded-off for response time. To improve thequality of pilots decision-making, the ADM training program needs to be coordinatedwith real-time simulator scenarios training. The findings have demonstrated that theADM training program significantly improved pilots situation assessment and riskmanagement. However, it still needs to be established if these performance gainscontinue to be evident at a later date during actual operations.
