O desenvolvimento social sustentável é um tema presente nos atuais debates acadêmicos, governamentais e na sociedade em geral. Devido à complexidade do quadro social contemporâneo, é necessária a articulação e a formação de parcerias entre o Primeiro, o Segundo e o Terceiro Setores na busca de soluções efetivas e eficientes aos problemas brasileiros. Nesse processo, a comunicação e suas tecnologias desempenham papel fundamental. A Internet, que apresenta características diferenciadas dos demais meios de comunicação, disponibiliza um espaço virtual propício à comunicação entre vários usuários, à formação de comunidades virtuais e de redes, à interação e à colaboração entre os participantes da rede, sem obstáculos como tempo, espaço, e hierarquias. As organizações devem participar de forma ativa do ciberespaço, utilizando-o para potencializar suas relações, integração e colaboração com outras instituições, contribuindo para melhores resultados organizacionais e sociais. Este trabalho visa analisar as relações comunicacionais, que ocorrem atualmente no âmbito da Internet, entre instituições do Estado, Mercado e Terceiro Setor que atuam na busca e melhorias sociais para o país, e propor uma solução no ciberespaço que promova a comunicação, a articulação e a formação de parcerias intersetoriais. A ativação do e-social, e sua apreensão por cidadãos e organizações, pode aumentar as chances de articulações e de parcerias focadas no desenvolvimento social sustentável do país.

Esta dissertação desenvolve idéias sobre as relações, significados e avaliações presentes num processo de institucionalização da responsabilidade social em duas unidades do setor elétrico brasileiro: na sede da Eletrosul, em Florianópolis-SC e numa regional da Eletronorte, em Porto Velho-RO. Consideramos dois contextos que são ao mesmo tempo o pano de fundo da discussão, a qual se insere o tema desta pesquisa: a Constituição brasileira de 1.988, como um importante ator social e os marcos legais a partir desta, e a Reforma do Estado, com os pressupostos neoliberais, configuradas a partir do final dos anos 80. A discussão teórica perpassa por conceitos, avanços e limites que envolvem as relações entre Estado, Mercado e Sociedade Civil e os diferentes discursos que conformam a noção de responsabilidade social. Foi realizado um estudo, através de ampla pesquisa empírica acerca da entrada da responsabilidade social no setor e seus desdobramentos, tendo como fontes documentos oficiais emitidos pelas empresas, relatórios, material iconográfico e as narrativas dos atores sociais envolvidos. A pesquisa proporcionou constatar profundas fragilidades e ambigüidades nos programas destacados, os quais inserem o tema da responsabilidade social num terreno de disputas e conflitos. This Dissertation developes ideas about the relations, meanings and evaluations presents in a institucionalization process of responsability social developed on two brazilian electric energetic companies: the headquarters of Eletrosul, in Florianópolis-SC and at the regional company of Eletronorte, in Porto Velho-RO. We consider two historical contexts which inserts the subject of this research: the Brazilian Constitution of 1988, like a important social actor and the legal landmarks from this; and the structural reform of the State, which it the neoliberalisms subjects, it was configured from the 80th years. The theoretical quarrel goes throught the concepts, advances and limits that envolve the relationships among the State, market and civil society and the differents speechs that conforms the idea of the social responsibility. It had made a study throught a large empirical research about the entrance of the social responsability subject into the electric energetic sector and its unfoldings, considering sources like oficials documents emitted for the companies, reports, iconograph sources and the narratives on the envolveds social actors. The research provides to evidence deep fragilities and contradictory facts in the detache projects, which its inserts the subject social responsability in a land of disputes and conflicts.

"The "Chilean model" has been expostulated for some time in the Latin American and Caribbean region and elsewhere because it appeared that the country, despite terrible political and economic turmoil, embodied important lessons about economic management." Over the last 15 years, Chile has been the Latin American country with the most consistent and successful economic record. The success of Chile's economic reforms and the subsequent dramatic increase in real income are well known. To a large extent, Chile's positive fiscal outcomes have been the result of sound policies as well as sound fiscal institutions. However, there is room for improvement in the education and health sectors, and the results for Chile in terms of equality of income are not positive. 'Chile: Recent Policy Lessons and Emerging Challenges' presents a series of papers analyzing different aspects of Chilean public policy, which cover economic and social policies as well as regulatory and governance issues. The book is broken down into three parts: The first part examines the contribution of macroeconomic policies to superior outcomes; the second part analyzes the many advances in the social sector and the remaining troublesome issues; and the third part evaluates regulatory reforms and the effects of privatization. Since no public policy model is static, further reforms are needed to maintain Chile's economic growth as well as to respond effectively to public demands. As Chile grapples with its pockets of poverty, the balance between social safety nets and the need for greater efficiency in labor markets, a rebalancing of regulatory powers, and other thorny issues, it will need to rely on its institutional experience in public policy and conflict resolution.

O diálogo necessário com a natureza, até então, desde o paradigma científico-moderno, reduzida a recurso natural, objetificada e mercantilizada, deveria ser o objetivo comum dos atores dessa odisseia. Porque a vida na Terra, hoje, é uma aventura de risco. Infelizmente, não compartilhado, porque o modelo de desenvolvimento que temos é socialmente injusto e moralmente insustentável. E para que esse diálogo possa existir e se concretizar, de fato, a comunicação entre os atores em cena é uma das ferramentas possíveis de transformação. Estado, Mercado e Sociedade Civil estão em um conflito. No limite, não haverá vencedores. A vida é sistêmica, uma teia de inter-relações que se cria e recria em novos processos continuamente. Contudo, apesar de resiliente, é frágil. E quanto mais cedo a comunicação entre esses atores for realmente efetiva, em direção a um futuro comum e sustentável, mais chances teremos de vislumbrar um novo mundo possível. Não é ainda o que nos mostra a realidade, o diálogo mal começou. Falta ainda um novo sujeito político que introduza nessa equação a força necessária para a mudança. Consciente da grandiosidade da vida e da própria força em exigir dos demais atores aquilo que deseja.
