La relación interactiva entre las áreas normativas de intervención estatal y su incidencia en las fases del proceso de comunicación radiofónica ofrecen nuevas opciones para profundizar en las formas, contenido, efectos y consecuencias de esa intervención estatal sobre el ejercicio de la libertad de expresión a través de la comunicación radiofónica. La actuación de los poderes públicos en su primera etapa histórica provocó tal recelo en los gestores del Estado que con independencia de su ideología, siempre optaron por su control. Su importancia es sustancial porque tanto los modos como los instrumentos de intervención radiofónica que nacieron en esta primera época de la radio fueron depurándose y cimentándose paralelamente a su desarrollo y consolidación como medio de comunicación de primer orden. Hasta tal punto fue así que durante gran parte del siglo apenas quedaron fi suras por donde pudiera escaparse cualquier actuación radiofónica no controlada, eliminando así cualquier atisbo de libertad de expresión.
