This publication shares the findings of a study to identify better ways of estimating the impact of development assistance on job creation. The study used input–output and computable general equilibrium models to develop a customized approach to improve the fit and predictiveness of jobs impact assessments. It used 2010–2019 data on Asian Development Bank operations in Fiji, Indonesia, and Thailand. Ghana is undoubtedly regarded as one of the leading lights in Africa in terms of strong growth performance since the wind of economic reforms blew across Africa in the 1980s.The challenge has, however, been the effect of this remarkable growth story on the creation of sufficient jobs for the increasing working age population. This paper uses arithmetic computation and econometric estimation to measure and assess the employment effect of the level and sources of growth on the employment generation. It further shows the role of education in the job creation debate. The empirical analysis indicates significantly moderate effects of economic growth on employment generation and the extent of employment response to growth has continued to decline since the beginning of the new millennium. The analysis also shows that economic growth impelled largely by higher growth of agriculture and manufacturing relative to other sectors is improving job creation impact. On the supply-side, improved education of the workforce above the basic level has significantly increasing the employment-generating effect. The paper recommends a change in policy direction from a high obsession with growth without paying attention to the source of the growth. Thus, for growth to sufficiently impact job creation requires a policy shift towards employment-focussed growth through high productive agriculture and manufacturing. Ghana can also leverage the strong growth performance of the extractive, finance and telecommunication sectors by channelling the returns from these sectors into infrastructure development to support the growth of agriculture and manufacturing.

We analyze the growth impact of official development assistance to developing countries. Our approach is different from that of previous studies in two major ways. First, we disentangle the effects of two kinds of aid: developmental and non-developmental. Second, our specifications allow for the effect of aid on economic growth to occur over long time-lags. Our results indicate that developmental aid promotes long-run growth. The effect is significant, large and robust to different specifications and estimation techniques.

Existing literature finds conflicting results in the relationship between economic development and external assistance (aid). This analysis researches if there is any link between these variables by assessing the impact of a major change in aid pattern given to Nigeria. The key motivation is that a significant change in the trend of development assistance in comparison to previous periods and to other countries should have visible effects on development. Using the synthetic control methodology and the estimation techniques commonly found in the literature, this paper finds that a positive relationship. The results from this research support the existing literature advocating for aid continuation. Other estimation techniques lead to inconclusive results, as they capture an average effect across countries. Synthetic control methodology provides a better illustration of the effect of assistance on economic development over time to a specific country. The link between external financing and economic development is highly debated. External financing may provide companies with the necessary financial means needed during an economic downturn. However, it may increase firms' indebtedness and probability of failure. This is especially important in the short-run, during an economic crisis, where the effects of access to finance may be exacerbated. This research assesses this topic in two chapters.Firstly, the paper analyzes the impacts of having a bank loan by using micro data from Moldova and determining if external financing affects the survival rates of firms. The chapter finds that, on average, enterprises that report repaying external loans are less likely to exit. The result is robust, even if self-selection into loans is accounted for. Secondly, this research uses regional-level data and analyzes if regions with higher value-added of the financial sector experienced an increase in net number of job and net employment during the Great Recession. The paper finds positive impact on employment and number of firms, regardless their size. No evidence of negative effects of finance is observed.

State aid impact evaluation is new in Romania. Given its novelty, the ex post evaluation seeks to provide evidence on how effective state aid has been, on whether state aid distorted competition, and on the implications for state aid design and implementation. These aspects are fundamental to improving the efficiency of public spending and minimizing market distortions. The ex post evaluation focuses on three state aid schemes to assess whether and to what extent the aid objectives have been fulfilled, and it measures their spillover effects as well as the effects on competition outcomes. Selected based on the their importance in supporting key policy objectives, their design and complexity, and the instruments used, the three schemes include de minimis aid implemented by the Romanian Counter-Guarantee Fund and designed to incentivize access to finance for micro, small, and medium enterprises (MSMEs); state aid granted by the Ministry of Public Finance to support regional development and job creation; and state aid provided by the Ministry of European Funds to support the upgrade and modernization of research, development, and innovation. The analysis finds evidence that the state aid schemes met their objectives without distorting competition significantly. The results for the de minimis scheme to incentivize access to finance for micro, small, and medium enterprises showed that the scheme increased employment and turnover of beneficiary firms and reduced the probability of aided firms closing. The state aid scheme to support regional development and job creation fulfilled its main objectives, with robust evidence of a positive direct effect on employment creation and, to some extent, on investment. Regarding the state aid scheme to support the upgrade and modernization of research, development, and innovation, the analysis found evidence that the scheme helped promote research and development efforts.
