Tested against the historical data, textbook ideas and theories consistently come up short. Such analyses are highly troubling because they reveal an absence of correlation between theory and reality. The data, statistics illustrating the development of the world economy during the last several centuries, were extracted from economic, history and economic history books, from publications of the World Bank, the Organization for Economic Cooperation and Development, the International Monetary Fund, the World Trade Organization, the United Nations specialized agencies, research institutes and country statistical publications, and other books and journals. Analyzing the data over geography and time, Sabillon concludes that contrary to contemporary wisdom, left to market forces alone the economy will not and does not flourish. Only decisive intervention in support of manufacturing and technological advancement can provide growth. This systematic review of history and test of accepted dogma challenges economic theorists to consider one part of the equation of economic policy that has been wiped off the blackboard in today s politically-correct debates.

This book is a political history of economic life. Through a description of the convulsions of long-term change from colony to republic in Buenos Aires, Republic of Capital explores Atlantic world transformations in the eighteenth and nineteenth centuries. Tracing the transition from colonial Natural Law to instrumental legal understandings of property, the book shows that the developments of constitutionalism and property law were more than coincidences: the polity shaped the rituals and practices arbitrating economic justice, while the crisis of property animated the support for a centralized and executive-dominated state. In dialectical fashion, politics shaped private law while the effort to formalize the domain of property directed the course of political struggles. In studying the legal and political foundations of Argentine capitalism, the author shows how merchants and capitalists coped with massive political upheaval and how political writers and intellectuals sought to forge a model of liberal republicanism. Among the topics examined are the transformation of commercial law, the evolution of liberal political credos, and the saga of political and constitutional turmoil after the collapse of Spanish authority. By the end of the nineteenth century, statemakers, capitalists, and liberal intellectuals settled on a model of political economy that aimed for open markets but closed the polity to widespread participation. The author concludes by exploring the long-term consequences of nineteenth-century statehood for the following century's efforts to promote sustained economic growth and democratize the political arena, and argues that many of Argentina's recent problems can be traced back to the framework and foundations of Argentine statehood in the nineteenth century.

Después de haber declarado y consumado la independencia, el inmediato y fundamental desafío que los emergentes gobernantes neogranadinos y venezolanos debieron asumir consistió en crear y sentar las bases políticas, jurídicas e institucionales a partir de las cuales debía erigirse e instituirse el nuevo orden estatal. Sin embargo, esta importante empresa estaría mediada, y hasta determinada, por las pugnas y confrontaciones que se suscitaron en torno a la desarticulación del poder político y militar que los caudillos y jefes militares habían asumido tras, y en virtud de, la guerra de independencia; de la definición de las jurisdicciones de lo civil y de lo militar que se fomentó en los dos países, y del destino que intentó dárseles a los ejércitos que los nacientes Estados de Venezuela y Nueva Granada crearon a propósito de la guerra de emancipación. Según argumentaban muchos analistas, tanto la existencia de esos ejércitos como el hegemónico poder que asumieron los caudillos y jefes militares en ambos países, había conducido a una virtual y nociva militarización que impedía y amenazaba el afianzamiento de las repúblicas. En consecuencia con dichas consideraciones, durante la primera mitad del siglo XIX, tanto en Venezuela como en la Nueva Granada, los detractores de tal situación promovieron una fecunda serie de debates sobre esos y otros tantos asuntos relacionados con la cuestión militar, convencidos de que su histórica misión consistía en desmilitarizar las repúblicas y en sentar las bases civilistas sobre las cuales aquellas repúblicas debían erigirse. La gestación y despliegue de ese conflictivo asunto no sólo puso de manifiesto la enorme tensión política, burocrática e ideológica que existió entre caudillos, militares y civilistas, sino que influenció el proceso de formación y/o configuración del Estado y el régimen político neogranadino y venezolano durante aquella época.

Doscientos años atrás, en el marco de la crisis política e institucional ocurrida tras la implementación de las reformas borbónicas y la invasión de los ejércitos napoleónicos a la península ibérica, los “notables” americanos formaron juntas de gobierno, discutieron la postura que debían tomar frente a la crisis y, pasado poco tiempo y ante las vicisitudes generadas, decidieron declarar la independencia frente a España. Los defensores de la causa realista no tardaron en responder. Algunas de esas juntas fueron reprimidas con desmedida severidad y, pronto, la guerra de Independencia se extendió por buena parte del continente. Durante más de una década, Venezuela, Nueva Granada, Río de la Plata, Chile, Nueva España y más tarde Quito y Perú fueron epicentro de las múltiples batallas que realistas e independentistas libraron por la defensa de sus respectivas causas. La contienda armada fue tomando fuerza y dimensiones continentales. Su intensidad no solo involucró a quienes conformaron los ejércitos y marcharon a los campos de batalla, sino que también afectó a los pobladores de los diversos lugares en los que se desarrollaron los enfrentamientos bélicos e incluso a quienes no los padecieron de manera directa. Todos, en últimas, serían tocados por la guerra. El desenlace de esa confrontación condujo a la ruptura del tricentenario vínculo que los pueblos americanos habían mantenido con la Corona española y aparejó el reto de construir la paz que era necesaria para fomentar y proyectar el nuevo orden político e institucional dentro de un marco de estabilidad. Estas y otras cuestiones, que se tejieron y derivaron a propósito de ese complejo proceso político y militar, son abordadas en este libro que compila las reflexiones expuestas por investigadores en las ponencias presentadas en el Seminario Internacional Paz y Guerra en Tiempos de Independencia, organizado por la Universidad Nacional de Colombia, el Banco de la República, el Instituto Colombiano de Antropología e Historia (ICANH) y el Instituto Francés de Estudios Andinos (IFEA), que tuvo lugar en Bogotá durante el 15 y el 16 de agosto de 2019.
