O principal objetivo dessa pesquisa é propor recomendações sobre a estrutura organizacional adequadas às especificidades das pequenas empresas do setor metal-mecânico de São Carlos-SP. Os objetivos secundários são: 1) Verificar se estão coesos ou dispersos os elementos que compõem a estrutura organizacional - autoridade, comunicação e atividades; 2) Analisar como e em que medida esses elementos interferem na gestão das pequenas empresas; 3) Verificar a constituição e o uso do controle organizacional; 4) Identificar as especificidades da pequena empresa; 5) Verificar a influência das especificidades da pequena empresa na constituição e funcionamento da estrutura e do controle organizacional; 6) Verificar as influências da estrutura organizacional da pequena empresa para se gerar recomendações no âmbito da gestão e administração; 7) Propor recomendações relevantes advindas da análise da estrutura organizacional da pequena empresa aos dirigentes, para que possam aprimorar seus modelos de gestão, administração e produção. A metodologia utilizada é o estudo de caso e as etapas da pesquisa são: 1) Mapear o setor metal-mecânico de São Carlos-SP, a partir da aplicação de um questionário semi-estruturado; 2) Selecionar, intencionalmente, 6 empresas que possuam uma estrutura organizacional adequada para a aplicação da metodologia e 3) Realizar o estudo de caso nas empresas participantes. Essa pesquisa contempla a abordagem qualitativa, cuja importância reside nas recomendações a este importante ramo empresarial do Brasil. Espera-se também contribuir para o desenvolvimento das pesquisas do GEOPE, da EESC-USP.

O principal objetivo da pesquisa foi propor recomendações práticas sobre Estratégia Empresarial para as pequenas e médias empresas. Esta preocupação justifica-se pelo fato de que a maior parte da literatura sobre o tema Estratégia, assim como asTeorias Administrativas, está baseada em grandes empresas. A revisão bibliográfica revela que o Pensamento Estratégico Empresarial fundamenta-se no processo formal de formulação e estabelecimento de planos como forma de influenciar e moldar ocomportamento de uma organização. A gestão através do processo formal adequa-se muito bem às grandes organizações burocráticas, onde a formalidade e a impessoalidade propiciam a eficiência dos planos. Entretanto, numa pequena empresa ainformalidade e a pessoalidade são características marcantes, fazendo com que a eficiência dos planos em conseguir prever e moldar o camportamento da organização fique, muitas vezes, comprometida. Desse modo, foram executadas as seguintesetapas: análise dos fundamentos teóricos do processo formal de formulação e estabelecimento da Estratégia Empresarial através do estudo da origem e evolução do Pensamento Estratégico Empresarial; avaliação da utilidade deste processo à gestãodas pequenas e médias empresas através de trabalho de campo em cinco empresas; proposição de recomendações práticas exequíveis ao pequeno empresário.

Este trabalho propõe uma metodologia para implantação da gestão por processos em empresas do setor metal-mecânico, assim como, para o contínuoaperfeiçoamento de seus processos, atividades e tarefas. Além dos diversosbenefícios da abordagem por processos discorridos neste trabalho, aponta-se ainda a preparação da estrutura organizacional para a aplicação do método de custeio baseado em atividades (ABC). Discute-se também a influência da norma ISO 9001:2000 sobre a estrutura organizacional das organizações certificadas. A fim deilustrar a metodologia sugerida é desenvolvida aplicação em uma empresa do setor metal-mecânico catarinense, prestadora de serviços de usinagem para o setor automobilístico. Neste trabalho, portanto, apresenta-se uma metodologia para implantação da gestão por processos e avalia-se a mesma através do estudo de caso. This paper suggests a methodology for the implementation of process management in companies of metal-mechanical sector, as well for the continuous improvement of the processes, activities and tasks. Besides the many benefits of the approach through processes considered in this paper, it#s still shown the preparation of the organizational structure for the appliance of the Activity Based Costing (ABC). It also discusses the influence of the ISO 9001:2000 standard in the organizational structure in certified companies. In order to illustrate the methodology suggested it#s applied in a company of metal-mechanical sector in the state of Santa Catarina, which supplies the automotive sector with machining parts. In this paper, therefore, it is possible toknow a methodology for the implementation of processes management and evaluate it through this case.

Através da aplicação do método de pesquisa de estudo de caso em onze empresas do setor metal mecânico, foi possível observar uma tendência maior a aplicação de questões de cunho logístico do Gerenciamento de Ferramentas, onde as outras questões, como o planejamento técnico e o estratégico são colocados em segundo plano para a maioria das empresas. Como conseqüência, foi possível identificar problemas graves que envolvem as questões técnicas e estratégicas do Gerenciamento de Ferramentas, tornando esta filosofia subutilizada para maioria das empresas pesquisadas, ocasionando uma perda de competitividade nestas empresas.
