Seminar paper from the year 2004 in the subject Ethnology / Cultural Anthropology, grade: 1, University of Vienna (Calpoly Thai Study Program 2004), language: English, abstract: I am writing this paper on the Thai nation state and its minorities as a student of political sciences as well as social and cultural anthropology, educated at the University of Vienna. Through a short period I had the chance to study Thai culture in the country itself but this is not given me enough proficiency to judge the same. On my research I rely on scholars which have had wide range of vast experiences with the country, nevertheless I try to implement my own experiences in a, as far as it is possible, objective way. Since 1939 Thailand exists, but only the name itself appeared then as Siam, its former name was known already hundreds of year, back to its traditional founding date in 1238 (CIA Factbook, Winichakul 1994:150). The difference between Siam and Thailand is the form of its organization, as Siam was always a monarchy ruled by an absolute monarch. Only 1932 this absolute monarchy became history and a new form of state was born. From there on we speak of Thailand – a modern nation state (McCargo 2000). As Thongchai Winichakul writes was this change a political act of a chauvinist regime to promote the domination of the ethnic Thai and their culture over others. The Thai government under Phibun (1939-1944) had adopted to fascism, which was a global current during this time, they promoted the notion of the great Thai race and their territory (Winichakul 1994:18,150). The following paper is going to deal with this concept of the Thai state during the major part of the last century, describing the challenges the western concept brought with it, especially in terms of ethnicity. Thailand was formed with nationalistic ideas, in a territorial as well as an ethnic way, whereas the latter was natural due to the fact that, as nowadays, 95% of the Thai citizens define themselves as ethnic Thai’s – including Isarn and Lanna (see 2.3). At the beginning of the nation this did not look as clear as it seams. As a part of the heterogeneous South East Asia also the territory of Thailand is inhabited by a wide ethnic divergence. Thailand itself brought many Chinese immigrants into the country, as workers adding to their economic boom. Where are they now? And much more interesting what are they now?

Seemingly their traditional way of living is not fitting into the modern capitalist and globalized world any more, which is surrounding them and new challenges are coming up each day. Individuals and groups have to adjust in some way to the world as it is now only changing but also getting smaller. As they are living within the nation state of Thailand there is not much option for them as to accept the western nationalism concept and the Thais as the dominant group in the state. The way they deal with this situation and the way the Thai government is dealing with it and is trying to improve the situation not leading to problems derived from ethnic differences should be the reason for this paper. The Thai concern for their national identity is valid, given the diversity of minority groups within their border and the rise of ethno political conflicts throughout the world (Kampe 1997:24). As ethno political problems are everywhere in heterogeneous societies a comparative approach has to be taken. Nonetheless will the focus be on the living of Highland Peoples within Thailand and changes which occurred to their communities from the outside over the last decades. We will look into the lives of the six recognized “Hilltribes” in Thailand and their situation as residents of the state of Thailand. A big issue should be the cultural clash between different cultural heritages and the Thai government actions trying to cope with it. At the end we will think about ways and policies which have been done and policies which in our view should be done. Suggestions would only concern the particular issue of the Highland Peoples living in Thailand and are opted for the best outcome for the those peoples written about, including the Thais. The author is aware of that the outcome is only suggestions and does in no case challenge the autonomy of the peoples involved.

Upon coming to power in 1949, the Chinese Communist government proclaimed that its stance toward ethnic minorities--who comprise approximatelyeight percent of China’s population--differed from that of previous regimes and that it would help preserve the linguistic and cultural heritage of the fifty-five official "minority nationalities." However, minority culture suffered widespread destruction in the early decades of the People’s Republic of China, and minority areas still lag far behind Han (majority) areas economically. Since the mid-1990s, both domestic and foreign developments have refocused government attention on the inhabitants of China’s minority regions, their relationship to the Chinese state, and their foreign ties. Intense economic development of and Han settlement in China’s remote minority regions threaten to displace indigenous populations, post-Soviet establishment of independent countries composed mainly of Muslim and Turkic-speaking peoples presents questions for related groups in China, freedom of Mongolia from Soviet control raises the specter of a pan-Mongolian movement encompassing Chinese Mongols, and international groups press for a more autonomous or even independent Tibet. In Governing China’s Multiethnic Frontiers, leading scholars examine the Chinese government’s administration of its ethnic minority regions, particularly border areas where ethnicity is at times a volatile issue and where separatist movements are feared.
