The end of the Soviet system and the transition to the market in Russia, coupled with the inexorable rise of nationalism, has brought to the fore the centuries-old debate about Russia's relationship with Europe. In Russia and the Idea of Europe Iver Neumann discusses whether the tensions between self-referencing romantic nationalist views and Europe-orientated liberal views can ever be resolved. Drawing on a wide range of Russian sources, Neumann outlines the argument as it has unfolded over the last two hundred years, showing how Russia is caught between the attraction of an economically, politically and socially more developed Europe, and the attraction of being able to play a European -style inperial role in less-developed Asia. Neumann argues that the process of delineating a European "other" from the Russian self is an active form of Russian identity formation. The Russian debate about Europe is also a debate about what Rusia is and should be.

On February 24-25, 1956, in a closed session of the 20th Congress of the Communist Party of the Soviet Union, Nikita S. Khrushchev made his now famous speech on the crimes of the Stalin era. That speech marked a break with the past and it marked the end of what J.M. Bochenski dubbed the "dead period" of Soviet philosophy. Soviet philosophy changed abruptly after 1956, especially in the area of dialectical materialism. Yet most philosophers in the West neither noticed nor cared. For them, the resurrection of Soviet philosophy, even if believable, was of little interest. The reasons for the lack of belief and interest were multiple. Soviet philosophy had been dull for so long that subtle differences made little difference. The Cold War was in a frigid period and reinforced the attitude of avoiding anything Soviet. Phenomenology and exis tentialism were booming in Europe and analytic philosophy was king on the Anglo-American philosophical scene. Moreover, not many philosophers in the West knew or could read Russian or were motivated to learn it to be able to read Soviet philosophical works. The launching of Sputnik awakened the West from its self complacent slumbers. Academic interest in the Soviet Union grew.

Public-private partnerships (PPPs) refer to arrangements under which the private sector supplies infrastructure assets and infrastructure-based services that traditionally have been provided by the government. PPPs are used for a wide range of economic and social infrastructure projects, but they are used mainly to build and operate roads, bridges and tunnels, light rail networks, airports and air traffic control systems, prisons, water and sanitation plants, hospitals, schools, and public buildings. PPPs offer benefits similar to those offered by privatization, which is the sale of government-owned enterprises or assets. By the late 1990s, when privatization was losing much of its earlier momentum, PPPs began to be widely seen as a means of obtaining private sector capital and management expertise for infrastructure investment. After a modest start, a wave of PPPs is now beginning to sweep the world. This Special Issue paper provides an overview of some of the issues raised by PPPs, with a particular focus on their fiscal consequences. It also looks at government guarantees, which are used fairly widely to shield the private sector from risk and are a common feature of PPPs. And it examines the consequences of PPPs and guarantees for debt sustainability. The paper concludes with a list of measures that can maximize the benefits and minimize the fiscal risks associated with the use of PPPs. Various appendices augment the discussion by examining country experiences with PPPs, summarizing the statistical reporting framework used to discuss fiscal accounting and reporting, explaining accounting for risk transfer, examining how guarantees are modeled and estimated in Chile, and summarizing international accounting and reporting standards for contingent liabilities.

How science fiction forged a unique Russian vision of modernity distinct from Western models Science fiction emerged in Russia considerably earlier than its English version and instantly became the hallmark of Russian modernity. We Modern People investigates why science fiction appeared here, on the margins of Europe, before the genre had even been named, and what it meant for people who lived under conditions that Leon Trotsky famously described as "combined and uneven development." Russian science fiction was embraced not only in literary circles and popular culture, but also by scientists, engineers, philosophers, and political visionaries. Nonsmooth Optimization contains the proceedings of a workshop on non-smooth optimization (NSO) held from March 28 to April 8,1977 in Austria under the auspices of the International Institute for Applied Systems Analysis. The papers explore the techniques and theory of NSO and cover topics ranging from systems of inequalities to smooth approximation of non-smooth functions, as well as quadratic programming and line searches. Comprised of nine chapters, this volume begins with a survey of Soviet research on subgradient optimization carried out since 1962, followed by a discussion on rates of convergence in subgradient optimization. The reader is then introduced to the method of subgradient optimization in an abstract setting and the minimal hypotheses required to ensure convergence; NSO and nonlinear programming; and bundle methods in NSO. A feasible descent algorithm for linearly constrained least squares problems is described. The book also considers sufficient minimization of piecewise-linear univariate functions before concluding with a description of the method of parametric decomposition in mathematical programming. This monograph will be of interest to mathematicians and mathematics students.

A deep investigation of neoliberalism's proselytizers in Eastern Europe and the Global South Where does free market ideology come from? Recent work on the neoliberal intellectual movement around the Mont Pelerin Society has allowed for closer study of the relationship between ideas, interests, and institutions. Yet even as this literature brought neoliberalism down to earth, it tended to reproduce a European and American perspective on the world. With the notable exception of Augusto Pinochet’s Chile, long seen as a laboratory of neoliberalism, the new literature followed a story of diffusion as ideas migrated outward from the Global North. Even in the most innovative work, the cast of characters remains surprisingly limited, clustering around famous intellectuals like Milton Friedman and Friedrich Hayek. Market Civilizations redresses this absence by introducing a range of characters and voices active in the transnational neoliberal movement from the Global South and Eastern Europe. This includes B. R. Shenoy, an early member of the Mont Pelerin Society from India, who has been canonized in some circles since the Singh reforms; Manuel Ayau, another MPS president and founder of the Marroquín University, an underappreciated Latin American node in the neoliberal network; Chinese intellectuals who read Hayek and Mises through local circumstances; and many others. Seeing neoliberalism from beyond the industrial core helps us understand what made radical capitalism attractive to diverse populations and how often disruptive policy ideas “went local.”
