The negotiations with the Candidate Countries entered in a new stage. Latest since the Council Meeting in Laeken the enlargement of the EU is conducted in an increasingly rational manner1. In February 2002 rumours indicated the difficulties, which the European Union faces after the enlargement. A prominent objective of the EU is the regional cohesion, the relative regional equality, thus can hardly be accomplished in its today’s structure after the accession of up to 12 countries. The reform of the EU Agricultural and Structural Policy is inevitably today. It will need much more efforts to do so after the enlargement of the European Union. However, the agenda for enlargement is set by the political elites, not by EU bureaucracy. Thus, the negotiations may be used for a certain kind of political blackmailing within the Community. Yet, the enlargement must not fail by financial disruption, since this could easily result in dissolution of all of the European experiment2. The EU Structural Policy has been so far a more or less efficient tool to bridge the unequally distribution of wealth in the Community. It thus provided for a sustainable development and a well-balanced social climate among the Member States and its Regions. Accordingly, aim of this paper shall be first to define the term of cohesion and identify means of structural policy. The EU generated a variety of tools to accomplish its objectives in regard of “raising of the standard of living and quality of life, and economic and social cohesion” 3. Accordingly, the second part of the paper shall be devoted to describe in a limited scope the actual mechanisms of EU Structural Policy. Finally, the approaching enlargement of the Community will provoke further inconveniences concerning the Agricultural and Structural Policy. Hence, the predictable implications of the enlargement will be discussed in the last part of this paper. [...]

How can one convince potent nation-states to put their sovereignty at risk in common European policies? EU cohesion policy, now one-third of the EU budget, provides such a puzzle. Until 1988 the European Commission shared out money to national governments with few strings attached. Since the reform of 1988, national governments are required to negotiate with the Commission and regional authorities on how to use the money. Has this European-wide policy eroded national sovereignty in favour of a stronger role for the Commission and more power for Europe's regions? The first part of the book probes into the policy dynamics at the European level. In the second part, eight country studies evaluate the impact of uniform EU policy on territorial relations by comparing policy making before and after the reform. Although the EU is growing ever closer as a single economic entity, the difference in wealth and economic power among its member nations – from Germany and France to Romania and Bulgaria – is still enormous. This is despite the European Union’s continuous efforts to reduce welfare differences between its member states since its foundation in 1958: The long-term objective of the EU is a convergence of income and GDP per capita levels within the entire Union. This policy is known as European cohesion policy, which nowadays accounts for more than one third of the EU’s total budget. The vast financial importance of the cohesion policy naturally begs two questions: Are structural funds effective in promoting economic growth? And if so, do they promote income and welfare convergence within the EU? Yet most studies so far have merely yielded fragmented results, as they only focus on single EU member states, or consist of data for short time periods. In contrast, this study captures long-term effects of structural funds in the recent past and delivers accurate and meaningful empirical results. It focuses on data for the European Regional Development Fund since this is the most important item of cohesion policy which financially supports projects that aim to foster convergence directly.
