The rise in influence of Communist parties in Western Europe--especially in France, Italy, and Spain--is a significant political challenge facing both East and West. These three parties advocate a moderate model of socialism stressing autonomy from the universality of the Soviet experience, democratic pluralism, and the working together of various political forces in coalition governments. Examining Eurocommunism from the perspective of history, ideology, and politics, the author concludes that the movement is an attempt to gain power through legitimate electoral processes by making necessary adaptations to Marxist-Leninism. Although there are questions concerning the sincerity of the promises of these Communist Parties, the Eurocommunists provide as great a challenge to the Soviets and their hegemony over Eastern Europe as they do to the West. The United States should adopt a flexible policy to address the challenge and slow down the parties advances. As Eurocommunists venture into Western politics, both East and West are threatened; the West, however, has least to fear.

In this book Boris Kagarlitsky offers a trenchant analysis of the break-up of the Soviet Union and the transformation of a section of the old nomenklatura into a new possessing and ruling elite. Kagarlitsky shows that Western commentators have been misled by the street theatre of events like the bungled coup of August 1991 into supposing that a fundamental break has been made with the confused politics and economics of the late Soviet period. He analyses the ill-considered and self-interested attempts made by the nomenklatura to privatize assets and inaugurate a free-market economy, finding an essential continuity between the plans of Gorbachev’s and Yeltsin’s advisers. He reveals, too, how the new Russian President has displayed a greater capacity to assert dictatorial powers than did the last General Secretary, a tendency which has brought him into repeated conflict with elected bodies. Boris Kagarlitsky is himself a Socialist member of the Moscow Soviet and one of the founders of Russia’s new Party of Labour. The Disintegration of the Monolith furnishes both a memorable indictment of the greed and irresponsibility of Russia’s new/old rulers and a fascinating account of the slow but unmistakeable awakening of forces of resistance as the peoples of Russia and the other states of the former Soviet Union confront the hyper-inflation, shortages, unemployment and general havoc wreaked by the free-market experiment. This study analyzes the impact of the Czechoslovak crisis of 1968–1969 on the two major communist parties in the West: the Italian and French ones. When Eurocommunism and Socialism was first published in English in 1978, the immediate political future of much of Western Europe was dominated by the prospect of the entry of mass Communist Parties into government. What would this have meant for state and society in such countries as France, Italy or Spain; and what would it have meant for the nature of Communist Parties themselves? Fernando Claudn, author of the most important recent work on the history of the international communist movement from Lenin to Khruschev, was himself a Spanish Communist for 30 years. A veteran of the Civil War and of underground work in Spain after it, Claudn also lived for many years in Moscow, and was a member of the Executive Committee and of the Secretariat of the PCE during its long exile. Today in his new book, Claudn sets the phenomenon of 'Eurocommunist' in its historical perspective, at once in the social crisis of the capitalist world during the 70's and the developing crisis in the relations between the USSR and the Western Communist Parties since the invasion of Czechoslovakia. Arguing that there is no other possible road to socialism in the West than that of genuine democracy, he criticizes the official positions of the Communist Parties from a sympathetic yet independent standpoint. Carefully documenting the course of each of the parties over the past decade, he questions their residual silences and ambiguities over repression in Eastern Europe, and their velleities of compromise with capital in Western Europe - particularly marked, he suggests, in Italy. At the same time, Claudn emphasises the historic significance of the break represented by Eurocommunist with the whole past practice of Stalinism, and the new perspectives of liberation it potentially allows for the working class in the West.
