Die Europ„ische Finanzmarktintegration ist eines der wichtigsten Ziele der Europ„ischen Union. Neben der positiven Wirkung auf das Wirtschaftswachstum sind integrierte Finanzm„rkte u.a. auch Voraussetzung fr die internationale Risikoteilung, Ressourcenallokation sowie den intertemporalen Handel. Um von diesen Vorteilen zu profitieren, arbeitet die EU konsequent an der Umsetzung des Finanzmarktintegrationsprozesses. In Krisenzeiten kann sich aber ein solcher Prozess verlangsamen oder umkehren. So hat die transatlantische Bankenkrise bis jetzt beispiellose geld- und fiskalpolitische Maánahmen von den Staaten zur Rettung der Banken und zur Sttzung der Wirtschaft gefordert. Dennoch erlebte die Weltwirtschaft seinerzeit die st„rkste Rezession seit Ausbruch der Weltwirtschaftskrise 1929. Die wichtigsten Fragen die sich zwangsl„ufig in diesem Zusammenhang ergeben sind, inwieweit die zahlreichen Einzelfaktoren dazu beitrugen das erst eine US-amerikanischen Subprime-Krise entstand und wie diese eine Reihe von Ereignisse ausl”ste, die schlieálich in der transatlantischen Bankenkrise endeten. Aus Europ„ischer Sicht soll der wichtigen Frage nachgegangen werden, inwieweit die transatlantische Bankenkrise Auswirkungen auf die einzelnen Bereiche der Europ„ische Finanzmarktintegration gehabt hat und haben wird. Dazu werden zahlreiche international anerkannte Facharbeiten, Modelle und qualitativ hochwertige Wirtschaftsdaten analysiert und zur Erkl„rung der aufgeworfenen Fragen verwendet. Die Antworten dieser Fragen sind unerl„sslich um L”sungsans„tze fr die Wirtschaftspolitik zu beschreiben und damit eine zuknftige Wiederholung derartiger Finanzmarktturbulenzen zu verhindern.

In der aktuellen Finanzkrise mit ihren j ngst verabschiedeten Programmen zur Konjunkturstimulanz wird seitens der deutschen Politik angestrebt, u.a. durch Investitionen in die teilweise seit Jahren vernachl ssigte Infrastruktur von Bund, L ndern und Kommunen der schwierigen Wirtschaftslage aktiv entgegenzutreten. Schnell sind dabei sowohl einzelne Politiker als auch interessierte Kreise aus Beratungsunternehmen, Banken oder Bauindustrie mit ihren Forderungen bei der Hand nach st rkerer Verwendung der von ihnen offenkundig fast schon als "Allheilmittel" gepriesenen Finanzierungsmethode "Public Private Partnership" oder eingedeutscht " ffentlich-Private Partnerschaft." Der Autor Michael Klabe hat das Thema Public Private Partnership und seine Geeignetheit zur L sung der Finanzprobleme Europ ischer Regionen schon im Jahre 2005 in der vorliegenden Studie genauer unter die Lupe genommen. Er hat dabei die Situationen in den NUTS-Regionen Schottland und Nordrhein-Westfalen miteinander verglichen. Seine Schlussfolgerung nach gr ndlicher Abw gung der Vor- und Nachteile dieser Finanzierungsmethode f r die notleidenden Regionen und ihre Kommunen l sst sich auf die pr gnante Aussage eines zeitweiligen schottischen Kollegen reduzieren: "PPP/PFI is a short-term fix for a long-term problem." Insgesamt ergeben sich nach Auffassung des Autors, der im Hauptberuf Pr fer bei der externen Finanzkontrolle ist, bei Public Private Partnerships zu viele Kritikpunkte, um von einer nachhaltigen L sung f r klamme ffentliche Haushalte zu sprechen.

Die g nstige, zugleich aber komplizierte, geopolitische Lage der Ukraine bestimmt die bilaterale Zusammenarbeit zwischen Kiew und Br ssel. Cash is an exciting and important topic, which has become the subject of extensive debate, especially of late. Cash is also the frequent target of criticism, with claims that it is inefficient, expensive, fosters the shadow economy and impairs the effect of monetary policy measures. Yet despite all of this criticism and the discussion over its future, at just under 80% of all point-of-sale transactions, cash remains the most significant means of payment for the German population. An analysis in which the costs and benefits of cash are considered on an equal footing is an essential foundation for a factual discussion about cash. While much attention is paid to the cost aspects, the benefits of cash are usually given less consideration in the relevant literature. This state of affairs led the Bundesbank to commission an external study analysing payment instruments in Germany – with a particular focus on cash payments – and evaluating their associated costs and benefits. The first part of the study, “Overview and initial estimates”, published in 2014, provides a critical overview of the literature on cost calculations and the significance of payment transactions in various countries. This module also provides an independent account of the importance and cost of cash and cashless payment instruments for the national economy. This second module of the study focuses especially on the benefits of cash. The authors describe the microeconomic, macroeconomic and societal benefits of cash. Against this backdrop, this study attempts to systematically capture the benefits, without providing a quantitative assessment. In addition, it goes into explicit detail about the aforementioned arguments put forward by critics of cash as well as the drawbacks and consequences of abolishing cash. To achieve an overall picture of the costs and benefits of cash, the costs generated by the use of cash are to be quantified in the study's planned third module.

The development of EU enlargement has raised many thorny issues unanticipated by the framers of the EC Treaty. A significant upshot of these issues is that the concept of European identity – defined in terms of such factors as culture, history and economics – has supplanted the long-dominant theme of ‘widening and deepening,’ particularly since the Union’s expansion has become primarily eastward. The major contribution of this important book lies in its analysis of the conceptualization and perception of enlargement from various points of view, focusing on the concerns of stakeholders and the ‘identity’ conflicts and uncertainties incurred by enlargement initiatives. In the course of its presentation, it details the actual pre-accession Europeanization process and its complex history. Among the key elements discussed are the following: the conflict between ‘widening’ and ‘deepening’ and the effect on EU institutional reform; institutional requirements on candidate countries; pre-accession criteria and negotiations; administrative capacity, judicial capacity, and legal approximation in accession states; capacity of the EU to absorb new Member States; and EC law as part of European identity. Also covered are specific historical details of particular pre-accession negotiations (e.g., Greece, Spain, Portugal, Malta, and Cyprus), the still inconclusive negotiations with Turkey and the Western Balkan states, and political factors involved in the non-accession of Norway, Iceland and Switzerland. Assembling powerful evidence and applying incisive analysis, the author’s conclusion shows that, absent further (and major) EU institutional reform, it will be difficult for an enlarging Union to continue to ‘deliver the goods.’ A watershed in the continuing great debate on the fulfilment of the EC Treaty’s determination to foster and promote ‘an ever closer union of the peoples of Europe,’ this book will prove invaluable to anybody interested in the European integration project, particularly lawyers, academics, officials and policymakers in the EU Member States.

This book analyzes the revenues from the creation of currency by a central government. Adopting an institutional perspective, it develops a general theory of seigniorage by identifying three monetary regimes in economic history and the history of economic thought: a commodity currency, a fiat currency and a credit currency regime. As such it provides a modern analytical framework to analyze the nature of revenues from the creation of currency and their optimal height, whether currency is issued by means of minting coins, by printing and spending paper notes, by crediting private entities, or combinations thereof. The results of this analysis stretch beyond the immediate topic. The book establishes a relationship between the theory of seigniorage and government debt, the theory of the interest rate, the optimal rate of inflation, or the effectiveness and inflationary limits of outright monetary transactions.
