Since the refugee crisis of 2015, the topic of migration has moved to the center of global political debates. Despite the frequently invoked notion that current developments are without historical precedent, migration has been a constant feature of contemporary history, particularly in Europe. Jannis Panagiotidis considers a particular type of migration, co-ethnic migration, where migrants seek admission to a country based on their purported ethnicity or nationality being the same as the country of destination. Panagiotidis looks at immigration from Germany to Israel in three individual cases where migrants were not allowed to enter the country. These rejections confound notions of an "open door" or a "return to the homeland" and present contrasting ideas of descent, culture, blood, and race. Panagiotidis shows that migration is never a simple matter of moving from place to place. Questions of historical origins, immigrant selection and screening, and national belonging are deeply ambiguous and complicate migration even in nations that are purported to be ethnically homogenous.

Why do some migrants integrate quickly, while others become long-term minorities? What is the role of the state in the settlement process? To what extent are experiences in the past different from the present? Are the recent migrants really integrating in another way than those in the past? Is Islam indeed an obstacle to integration? These are some of the burning questions, which dominate the current politicized debate on immigration in Western Europe. In this book, leading historians and social scientists analyze and compare a variety of settlement processes in past and present migration to Western Europe. Identifying general factors in the process of adaptation of new immigrants, the contributors trace social changes effected by recent European immigration, and the parallels with the great American migration of the 1880s-1920s. The history of migration to Western Europe and the way these migrants found their place in the receiving societies, is not only essential to understand the way nations deal with newcomers in the present, but also constitutes a highly interesting laboratory for different paths of integration now and then. By analyzing and comparing a wealth of settlement processes both in the past and in the present this book is both a bold interdisciplinary endeavor, and at the same time the first attempt to identify general factors underlying the way migrants adapt to their new surroundings, as well as how societies change under the influence of immigration. The chapters in the book both look at specific groups in various periods, but also analyses the structure of the state, churches unions and other important organized actors in Western European nation states. Moreover, the results are embedded in the more theoretical American literature on the comparison of old and new migrants. More than twenty million migrant workers send $40 billion to their countries of origin each year, making labor second only to oil as the most important commodity traded internationally. The essays contained here deal with this unsettled sociopolitical issue--international labor migration and its relationship to economic development--seeking to determine the effects of recruitment, remittances, and return migration on labor-exporting countries. Many analysts, sending-country governments, employers, and migrant workers feel that countries with unemployed workers should, if possible, export them to countries with labor shortages. Remittances from migrants and returning workers who were trained abroad should stimulate economic growth enough to reduce unemployment and pressures to emigrate. It was projected that within a decade or less, labor-importing countries would emerge from the labor-shortage phase of their development. However, migrant workers have become a structural feature of the economies in Western Europe, the Middle East, South Africa, and the United States: emigration does not promote development in the sending countries. This collection of twelve chapters by experts in the field examines the conceptual and theoretical issues in international labor migration and looks at the relationship between migration and development in Africa, between Mediterranean countries and Europe, between Asian labor exporters and Middle Eastern importers, and the effects of emigration on Latin America and the Caribbean.
