El procés constituent de les Corts de Cadis va posar a prova el reformisme borbònic de la monarquia absoluta. A partir de l'evocació de la tradició constitucional catalana els diputats catalans van evidenciar el fracàs del règim de la Nova Planta, tot criticant l'arbitrarietat règia, el despotisme ministerial, la parcialitat de la justícia, l'excessiva pressió fiscal i la ineficàcia de l'aparell administratiu. No obstant això, la Nova Planta va suposar l'assimilació del Principat de Catalunya a la nació espanyola, l'acceptació de la uniformitat cultural, l'adhesió incondicional a la dinastia borbònica i la defensa d'un Estat centralista. En tot cas, la Constitució de 1812 va significar la fi de la Nova Planta i la institució d'un Estat liberal de dret que segons la consideració dels parlamentaris catalans va permetre restituir les llibertats perdudes l'any 1714.
