English summary: The legal regulations concerning the connection of offshore wind farms to the national grid have recently been amended. As part of the amendments of articles 17a ff. EnWG (the law governing the energy industry), both the public and private legal aspects of the grid connection have been fundamentally reformed. In his study, Frederic Geber addresses both these aspects in detail. As far as the public aspect is concerned, he points out the interrelation between private and public strategy and also deals with the options for legal protection. With regard to the private legal aspects, he compares the current liability system for later grid connections to the previous legal regulations. In addition, the author demonstrates how national planning fits into cross-border plans for a European super-grid. To this end, he discusses the role of the new EU guidelines for trans-European energy networks (TEN-E) 347/2013 and argues for even stricter European rules for the improvement of efforts to connect national grids.

Wind power and solar photovoltaics (PV) are crucial to meeting future energy needs while decarbonizing the power sector. Deployment of both technologies has expanded rapidly in recent years, one of the few bright spots in an otherwise bleak picture of clean energy progress. However, the inherent variability of wind power and solar PV raises unique and pressing questions. Can power systems remain reliable and cost-effective while supporting high shares of variable renewable energy (VRE)? And if so, how? Based on a thorough review of the integration challenge, this publication gauges the economic significance of VRE integration impacts, highlights the need for a system-wide approach to integrating high shares of VRE and recommends how to achieve a cost-effective transformation of the power system. This book summarizes the results of the third phase of the Grid Integration of VRE (GIVAR) project, undertaken by the IEA over the past two years. It is rooted in a set o

For the time being, the political project of basing the European Union on a document entitled 'Constitution' has failed. The second, revised and enlarged edition of this volume retains its title nonetheless. Building on a scholarly rather than black-letter law account, it shows European constitutional law as it looks following the Treaty of Lisbon, with the EU's foundational treaties mandating the exercise of public authority, establishing a hierarchy of norms and legitimising legal acts, providing for citizenship, and granting fundamental rights. In this way the treaties shape the relations between legal orders, between public interest regulation and market economy, and between law and politics. The contributions demonstrate in detail how a constitutional approach furthers understanding of the core issues of EU law, how it offers theoretical and doctrinal insights, and how it adds critical perspective. From Reviews of the First Edition: "...should be mandatory reading for anyone who wants to get a holistic perspective of the academic debate on Europe's constitutional foundations...It is impossible to present the richness of thought contained in the 833 pages of the book in a short review." Common Market Law Review "an enduring scholarly work, which gives an English-speaking audience important, and overdue, access to the long-standing and forever-vigorous traditions of (European) constitutional law... unhesitatingly recommend[ed]." European Law Journal "...real scholarship in the profound sense of the word..." K Lenaerts, Professor of European Law, Leuven
