The European Union (EU)'s overall energy exposure almost doubles that of the United States (US), reflecting differences in structural composition of the economy. This structural composition highlights the vulnerability of EU economies with respect to the current energy shock. - Gas prices are at the core of the ongoing dynamics in energy prices. While they have displayed high volatility across the globe since the beginning of the Russia (RU) invasion of Ukraine (UA), their increase in the EU has been larger than that in our trade partners - particularly in the US. - There is heterogeneity in energy exposure across sectors with Basic Metals, Air Transport and Chemicals being the most exposed ones. These sectors also heavily rely on foreign sourcing, compounding their vulnerability. - The EU shows a higher vulnerability of its supply chains to international disruptions in energy products than the US and China. - The importance of the EU's 10 most energy-exposed sectors could be an indication of their vulnerability to the shock at macro level. They represent more than 10%, for both VA and investment in the economy and can have potential repercussions on upstream and downstram sectors along their relative supply chains. With a few exceptions, SMEs play an important role in these high energy exposed sectors. - The different impacts of the crisis across sectors reflects their different energy exposure. Growing divergences are observed between the most energy-exposed industries and the other industries, with a particularly negative impact in terms of industrial production and overall confidence trends for the highly energy exposed ones. - A model-based analysis provides indicative projections of an adverse impact of energy-price increase on domestic production, with some of the highly energy exposed industries being among the most affected ones.

This article discusses EU energy and climate policy through the prism of multidimensional power. In so doing, it explores the forms of power EU policy draws from and employs. The article argues that through its gas first policy the EU misused its productive power and failed to shift structural power dynamics, while overplaying its institutional and compulsory power to fulfil its energy/climate goals despite the EU's obvious limitations in the former and impotence in the latter. This mismatch between means and goals points to the need for an alternative power toolbox. This consists in the exercise of productive power to signify clean energy as the new normal; the use of coercive structural and market power to shape and regulate clean energy markets and the increased use of institutional power deriving from a comprehensive energy transition. This power toolbox relaxes the shortcomings of the EU's gas first policy, cements EU energy security and supports the global uptake of transitions to renewable energy.

Europe's energy system faces unprecedented physical and institutional stress. The policy response so far has been excessively nationally focussed and could undermine the goals of calming energy markets over the next 18 months and achieving ambitious decarbonisation targets. At the basis of the crisis is a post-COVID-19 global energy imbalance. While demand bounced back quickly as economies re-opened, supply did not. A particular challenge is that the reducing supply of fossil fuels in line with climate targets has not been matched by a com- mensurate reduction of fossil-fuel demand. Russian manipulation of European natural gas markets since summer 2021, exploiting its significant market power, has deepened the crisis. Finally, events including weak French nuclear output and the ongoing drought, which has cut hydropower generation, have further escalated the situation. In response to high and volatile prices and forced demand reduction, European governments have tended to opt for narrow and uncoordinated measures that prioritise national security of supply and affordability over an integrated European approach. Subsidising energy consumption instead of demand reduction has been a common and misguided approach. Governments run the risk that energy consumption subsidies become unsustainable, eroding trust in energy mar- kets, slowing action in sanctioning Russia and increasing the cost of the net-zero transition. An integrated European approach and a coordinated plan is essential to address the crisis. European Union leaders must strike a grand energy bargain based on four broad principles: (i) all countries bringing forward every available supply-side flexibility, (ii) all countries making comprehensive efforts to reduce demand, (iii) a political commitment to maintain energy markets and cross-border flows, (iv) compensation for the most vulnerable consumers. This grand bargain can be the first step on a new course towards united energy policy at EU level.
