This electronic version has been made available under a Creative Commons (BY-NC-ND) open access license. This book takes up traditional approaches to political science. It aims to offer a mixture of conventional and specific analyses and insights for different groups of readers. In view of the European Union's multi-level and multi-actor polity, the book highlights the complex procedural and institutional set-up of nation states preparing and implementing decisions made by the institutions of the European Community (EC). In looking at the emerging and evolving realities of the European polity, it shows how European institutions and Member States (re-)act and interact in a new institutional and procedural set-up. It explores how governmental and non-governmental actors in different national settings adapt to common challenges, constraints and opportunities for which they are mainly themselves responsible. The book discusses the Belgian policy toward European integration as a significant demonstration of its commitment to multilateralism and international co-operation in security and economic affairs. Attitudes to European integration in Denmark, Germany, Finland, Greece, and Spain are discussed. Tendencies towards 'Europeanisation' and 'sectoralisation' of the ministerial administration during the process of European integration and the typical administrative pluralism of the Italian political system seem to have mutually reinforced each other. Strong multi-level players are able to increase their access and influence at both levels and to use their position on one level for strengthening their say on the other. German and Belgian regions might develop into these kinds of actors. A persistent trend during the 1990s is traced towards stronger national performers, particularly in terms of adaptations and reactions to Maastricht Treaty.

European integration confuses citizens and scholars alike. It appears to transfer power away from national capitals towards Brussels yet a close study of the EU reveals the absence of any real leap towards supranationalism. The EU is dominated by cooperation between national representatives and national officials yet it continually appears to us as something external and separate from national political life. This book takes on these paradoxes by arguing that European integration should no longer be studied as the transcendence of states or as merely an expression of national interests. Rather, we should approach it as a process of state transformation. This transformation is from nation-state to member state. The book explores in detail the concept of member state, arguing that it provides us with the best tool for understanding the European integration process. Member states differ from traditional nation-states. They are not founded on the idea of popular sovereignty or the nation. They rest upon the idea that the governance of domestic societies requires external frameworks of rule that can bind the hands of national politicians. National authority is thus exercised through external rules and norms. Member statehood differs from earlier forms of statehood because it rests upon a presumption of conflict between state and society rather than an identity of interests between ruler and ruled. The book outlines in empirical detail these mysteries and paradoxes of European integration. It then outlines in detail the theory and history of member statehood. It applies the concept of member state to the study of two EU policy areas: macro-economic governance and foreign and security policy.

Focusing on the four largest Nordic states (Denmark, Finland, Norway and Sweden), this incisive study analyzes how and to what extent the EU affects national security identities. It shows how the EU has developed into a special kind of security actor that, due to its level of political integration, has an important influence on national security approaches and identities. This new analysis applies a fresh combination of integration theory, security studies and studies of Europeanization. The main argument in this book is that, rather than adapting to the changing conditions created by the end of the Cold War, the Nordic states changed their security approaches in response to the European integration process. It shows how different phases in the post Cold War European integration process have influenced the national security approaches of Sweden, Finland, Denmark and Norway. While all four security approaches seem to have been Europeanized, the speed and the character of these changes seem to vary due to a combination of differing ties to the EU and differing security policy traditions. If one lesson emerges clearly from fifty years of European integration it is that political aims should be pursued by overtly political means, and not by roundabout economic or legal strategies. The functionalist strategy of promoting spillovers from one economic sector to another has failed to achieve a steady progress towards a federal union, as Jean Monnet and other functionalists had hoped. On the other hand, the unanticipated results of 'integration through law' have includedover-regulation and an institutional framework which is too rigid to allow significant policy and institutional innovations. Thus, integration by stealth has produced sub-optimal policies and a steady loss of legitimacy by the supranational institutions. Both the functionalist approach and the classicCommunity Method are becoming obsolete.This major new statement from a leading European scholar provides the most thorough analysis currently available of the pitfalls and ambiguities of 50 years of European integration, without losing sight of its benefits. Majone provides a clear demonstration of how a number of European policies - including environmental protection - lack a logically defensible rationale, while showing how, in other cases, objectives may be better achieved by re-nationalizing the policy in question. He also showshow, in an information-rich environment, co-ordination by mutual adjustment becomes possible, meaning that member states are no longer as dependent on central institutions as in the past. He explains how the challenge for future research is to investigate methods-other than delegation tosupranational institutions-by which member states can credibly commit themselves to collective action.Dilemmas of European Integration concludes by explaining exactly why the model of a United States of Europe is bound to fail-not just due to lack of popular support, but because it finds itself unable to deliver the public goods which Europeans expect to receive from a full fledged government. Although failing as a would-be federation, the present Union could become an effective confederation, built on the solid foundation of market integration.
