Inhaltsangabe:Abstract: The Awkward Partner (AP) Thesis is a widespread theoretical framework which explains why Britain has been called a semi-detached member of the European Union. This paper aims to take on the AP thesis by calling into question its basic tenets. To do this, the thesis claims and initially detectable flaws have to be set out explicitly. But the main challenge shall be launched by examining the Single European Act (SEA) in detail. Resulting contradictions and the implications of the findings require further answers: Should the AP thesis be abandoned? If not, how can it be revised? The argument advanced here is that the AP thesis presupposes a negative behaviour by UK governments vis-à-vis their European counterparts. This is explained by endogenous constraints that are imposed upon the core executive. These constraints are mainly caused by the divergence of domestic political forces. Slow and different rates of adaptation to the EU decision-making level are to be emphasised. While central government has already adjusted to the EU level, it attempts to retain its gatekeeper role between domestic and European political spheres. In contrast to the AP thesis, this paper shall show that in the run-up to the SEA Britain was not more negative than other member states. The UK representatives made proposals and concessions, as did everyone else. Despite the contradiction between theory and empirical study, it shall here not be concluded to abolish the AP thesis, but to amend it instead. First, the role of central government should be looked at in greater detail. Secondly, a link to Liberal Intergovernmentalism is proposed as a way forward. Some inconsistencies of the current framework could thereby be resolved. However, this would also mean to drop all negative connotations, if not the name, of the thesis. Diese Studie analysiert die Hintergrunde dieses regionalen Phanomens oder so genannten "Ostsee-Ratsels" auf Basis eines Vergleichs zwischen den Regionalpolitiken zweier staatlicher Schlusselakteure, Schweden und Finnland, wobei der europaische Integrationsprozess als ubergeordneter Bezugsrahmen fur die Untersuchung dient. In the course of the 1990s, a variety of regional initiatives and associations emerged in the Baltic Sea Region. As a result, today, the region features an extremely high concentration of regionalist structures, which add up to a tight network of cooperative arrangements that all label themselves as Baltic'. The present study looks closely at this specific regional phenomenon, the 'Baltic Sea Conundrum', by employing a comparative approach. Looking at the cases of Sweden and Finland, their political performance as both regional stakeholders and members of the EU, it is sought to show how in recent years regional agendas have intersected with European issues and vice versa.

This paper develops a politico-economic model of the joint dynamics of economic interaction and political integration. Based on the theoretical model, we derive several hypotheses on how to explain the recently observable decline in popular support for European integration. These hypotheses are matched with data from various sources in order to scrutinize their empirical validity. The paper proposes a five pillar approach to prevent a counterproductive process of disintegration. Accordingly, (i) common policies must better fit voter preferences, reduce inequality and unemployment, (ii) policy processes must become more efficient, (iii) institutions must enable voters to properly attribute policy outcomes to political actors, (iv) policies should foster cross border political debates, and (v) any further deepening or enlargement of the Union should be based on European wide popular support. We discuss a series of specific policy measures that help to achieve these goals.

Over the last twenty years, processes of pluralization, differentiation and trans-nationalization in the European Union have arguably challenged the centrality of law to European integration. The contributors to this book revisit one of the first academic projects to conceptualise and study European legal integration - the early 'Integration through Law' School.
