This book pursues a dual objective: on the one hand, it focuses on the actual and potential roles of civil society in developing new forms of political, economic, and socio-cultural cooperation between the European Union and its neighbours. On the other hand, through this investigation of civil society networks we will contribute to debate on the EU’s role as promoter of greater regional co-operation. The rationale for this collection is thus defined by changing political relationships between the 27-member European Union and countries in its immediate vicinity. These transformations include the ongoing but by no means straightforward process of Turkey’s EU membership, an evolving (and complex) partnership with Russia and the development of deeper political, economic and social relationships with many other neighbouring countries. More specifically, the work presented here involves comparative studies of how the EU is perceived by civil society actors both within and outside the EU. We ask whether the EU’s promotion of cross-border co-operation (e.g. though the European Neighbourhood Policy) is empowering civil society within member states and in neighbouring countries such as Russia, Moldova, Turkey and Morocco. This book was based on a special issue of Journal of European Integration.

The research presented in this book based on new primary data demonstrates that in terms of civil society actors adapting to the European political space the Europeanization process has an uneven development. This innovative book integrates top-down approaches for the study of relationships within the developing EU-multilevel system (i.e., the consequences of Europeanization for civil society at the local level) and bottom-up approaches (i.e., the consequences of civil society for the process of European integration and democracy in the EU). The contributors argue that exploration of these recursive linkages requires a rethinking of the relationships between (local, national, and trans-national) civil society on the one hand, and multi-level governance on the other. In analyzing the opportunities for civil society associations to contribute to European integration and decision-making from various perspectives, the following findings are presented, amongst others: engagement with and confidence in the EU (compared to national institutions) is relatively weak among associational members party elites play a key gatekeeper role in the European space the EU and interest groups have had limited success in stimulating the development of citizen engagement, civil society and social capital in various countries. Using social network analysis and logistic regression, we analyse how inter-organizational networks facilitate co-operation and the transfer of best practice from EU-based organizations to organizations in the European Neighbourhood Policy (ENP) countries. More specifically, we examine networks of employer and employee organizations that participate in the Civil Society Forum of the Eastern Partnership and in TRESMED, a Mediterranean project. We find that networks are successful at disseminating principles and good practices of economic and social partnership, but also that dissemination proceeds slowly. In addition, we detect more co-operation among employer than among employee organizations, which reflects collective action difficulties facing organized labour more generally. Last, we find that inter-organizational co-operation is more intense in the Southern than in the Eastern neighbourhood, which is explained by contextual differences as well as by the EU's longer-term engagement with the Mediterranean than with the countries on its Eastern frontier.
