Excerpt from A Manual of the History of the Political System of Europe and Its Colonies: From Its Formation at the Close of the Fifteenth Century to Its Re-Establishment Upon the Fall of Napoleon The very satisfactory account which the author himself has given of the plan and execution of his work, renders it quite unnecessary for the translator to say any thing upon that head; and the very fact of the work having passed through five editions in Germany, and having been translated into French, Polish, Swedish, and Dutch, is quite a sufficient apology, if indeed any were necessary, for presenting it to the English reader. He has therefore only to notice two matters connected with the translation, which may seem to require some explanation. The first is the use of the word States-System, which has been adopted throughout the work, and which, though perhaps not strictly English, seemed to him the only term by which he could adequately express the authors meaning. The second matter refers to the work in general, which, not having been all translated or revised by the same hand, may, it is feared, present a somewhat motley appearance to the nice and critical reader. Should this be found to be the case, the publisher humbly hopes for his indulgence, the more especially as he verily believes the sense of the original is in all cases faithfully given. The negotiations however were protracted through the sum mer, by reason of the advances of the Russians, which were terminated by a special convention 2d August. A definitive peace was formed at'aix la Chapelle, between France and the maritime powers, to which Spain, Austria, Genoa and Sardinia, immediately acceded. Conditions 1. Mutual restitution of the respective conquests made by France and England. (to France Cape Breton, to England Madras, to the republic, the, mostly dismantled, frontier fortresses). Nothing was done respecting the contested boundaries Of Canada and Nova Scotia. 2. Resignation of Parma, Pia cenza and Guastalla, in favor of Don Philip and his male posterity, with the condition of a reversion. 3. Sardinia Obtained the portions of Milan, resigned 1743. 4. The as siento treaty of 1713 is confirmed to England forthe four still remaining years. (an acquittal from its obligations was after wards purchased by the treaty at Buen Retiro, Oct. 5, 17 5. Excerpt from Greater European Governments The present work deals only with a very small part of the great subject of political parties. It is simply an attempt to study the relation between the development of parties and the mechanism of modern government, and other questions are referred to only so far as they have a bearing on the main theme. In carrying out this object, a systematic order of arrangement has been followed so far as practicable. The treatment of each country begins with a description of its chief institu tions, or political organization; this is followed by a sketch of its recent history, in order to show how the parties actually work; and, finally, an attempt is made to find the causes of the condition of party life. The investigation is limited to the principal countries where a division into two great parties does not prevail, and where there usually exists in its place a division into a number of more or less sharply defined political groups. This department of the subject seemed to separate itself naturally from the rest, and was selected mainly because it had been far less studied than the growth and in fluence of the by-party system that prevails generally in anglo-saxon countries.
