The European Union's evolution to become a global actor is examined through its relationship with the United States from the Yomkippur war to the Gulf conflict. Indepth case-studies of the 1973 Arab-Israeli war, martial law in Poland 1981-82 and the Kurdish crisis in Iraq 1991 are shown to support a theoretical critique. The dominant 'realist' approach to international relations is unable to adequately explain transatlantic tensions in this period. New frameworks are needed to explain the 'agency-structure' of internal European and EU-US relationships.

Oswald argues that European security autonomy will lead to a more balanced transatlantic partnership, even though American military might will remain far superior. As U.S. leaders indicate a willingness to disengage from their former European protectorate, the Europeanization of Europe's own security needs—their ability to take care of their own crises—will proceed apace. An understanding of this process is key to an American foreign policy that recognizes Europe as a strategic actor in its own right, an indispensable ally with its own military and nonmilitary instruments of crisis management. At the end of the Cold War with the collapse of the Soviet Union in 1991, and the postcommunist transformation of Central and Eastern Europe, the U.S.-led NATO alliance found itself without its erstwhile primary enemy. While NATO found new purpose as guarantor of stability for an increasing membership and crisis manager in Southeast Europe, the alliance's expansion also advanced its transformation from a collective defense organization into a security community. While NATO was redefining itself, the European Union created the institutional and political prerequisites for a European security and defense policy. In his analysis of Europe's emancipation from security dependence on the United States, Oswald expects the economic strength of the European bloc to translate into responsibility for regional security. Yet this is not to say that the EU is emerging as the primary challenger to U.S. hegemony. Instead, Oswald argues, European security autonomy will lead to a more balanced transatlantic partnership, even though American military might will remain far superior. Attempts of explanation will be made, although it is expected that the reader has sufficient knowledge about the history of european cooperation on the fields of foreign and security issues, as this research will start with the foundation of the CFSP in the Treaty on the European Union of Maastricht 1992/93. After investigation of the abilities and concepts of the CFSP the case of Serbia and Montenegro shall be put into focus. What has happened in the region paralell to the development of the CFSP in the decade of 1990 – 2000, affecting this new state. What sort of engagement was imposed by the European Union? Did it have adequate success or was it an overall failure to try and would have been better to leave this matter to the United States “South Eastern European Cooperative Initiative” (SECI)? What was achieved through the Belgrade Agreement of March 2002, a real solution or a sort of ceasefire between the parties? Concluding the two research questions and presenting three different but in fact not so different views on the development of engangement of the European Union in southeastern europe shall then lead into a conclusion dealing with the question wether or not the CFSP and its initiatives can be a tool to improve the position of the EU in the world context and as a regional actor.

One of the most striking developments in recent international politics has been the significant increase in security cooperation among European Union states. Seth Jones argues that this increase in cooperation, in areas such as economic sanctions, weapons production and collaboration among military forces, has occurred because of the changing structure of the international and regional systems. Since the end of the Cold War, the international system has shifted from a bipolar to a unipolar structure characterized by United States dominance. This has caused EU states to cooperate in the security realm to increase their ability to project power abroad and to decrease reliance on the US. Furthermore, European leaders in the early 1990s adopted a 'binding' strategy to ensure long-term peace on the continent, suggesting that security cooperation is caused by a desire to preserve peace in Europe whilst building power abroad.
