The search for the origins of the outbreak of the 2008 financial crisis resulted in questioning of the viability of a welfare state by some groups. Concerning the role of Greece in the eruption and linking its spending patterns with the country's welfare model, the survival of the whole concept has been exposed to a significant pressure. By highlighting the role of the welfare state during the recession, this paper aims to defend its persistent utility. Following the introduction of the Mediterranean model represented by Greece is the assessment of its contribution to the 2008 crisis. The research then proceeds with examining the welfare state's performance during the course of the depression and suggests that even though on the retreat throughout the European Union, as illustrated by the case of Slovakia, welfare state is not doomed to demise.

Hit by the European financial and economic crisis in 2008, several Member States of the European Monetary Union (EMU) were unable to refinance their public debt through the financial markets. As a result, they asked for financial assistance from international institutions and European financial assistance mechanisms. That assistance often came at a high price for citizens, cuts in pensions and social assistance, and controversial reforms in public healthcare. These far-reaching reforms were, in many cases, experienced as violations of people's human rights. National constitutional courts, the Court of Justice of the EU, and the European Court of Human Rights issued a series of rulings on the conformity of the reforms in social protection initiated during the Eurozone crisis. This book offers a holistic analysis of the specific reforms in social protection introduced during the European financial crisis and their implications for constitutional law. Focusing on the social reforms of nine European countries that were greatly affected by the financial crisis, the volume seeks to address the legacy of the financial crisis on the application of constitutional law and the welfare state. The financial crisis, which struck the EU countries in 2008, was followed by the severest economic recession since the end of the Second World War. This book illustrates the development of unemployment, poverty and the distribution of income within the social systems of Sweden, Austria and Spain in the aftermath of the financial crisis 2008. Whether one country has been more effective in cushioning the negative impacts of the economic downturn and whether variations in the development of these socio-political indicators are attributable to the different welfare state models, are central to this piece of research. This analysis supports the findings of previous research. Firstly, it could be observed that some societal groups have been more vulnerable to the negative impacts of the financial crisis 2008 than others. Secondly, less developed welfare states have to react in more active ways to crises compared to countries which have the schemes already implemented before an economic downturn shows its consequences.

This book examines the recent evolution of the Mediterranean Welfare regime, and how the economic crisis may be contributing to redefine its basic traits. Moving from the macro comparative analysis of long-term socio-demographic trends to the study of specific welfare programs, the chapters included in this book employ a variety of methods and approaches to review the specificities of the Mediterranean Welfare model. All chapters aim to analyze the role that the recent transformations experienced by Southern European societies (ageing, increasing women labour market participation, decreasing expectations for care within the family, immigration) have had over this model. The basic characteristics of this regime type are supposed to be strongly grounded in the values shared by these societies (familistic tendencies, clientelism, lack of generalized trust), but the modernization which these countries experienced in recent years have contributed, with a different speed and to a different degree, to a significant transformation in their axiological foundations. The impact of the current fiscal and economic crisis on the Mediterranean Welfare regimes may be contributing to the growing de-legitimatisation of political systems of these countries, something particularly important in a region that established democratic regimes only (relatively) recently. Output growth has turned negative or stagnated in several countries, the impact on labour markets has led to rising unemployment rates and public debt and deficits have soared. In the aftermath of the crisis countries were confronted with a deteriorating social context, which is due to the severity of the economic downturn, the worsening job situation and the increased unemployment. This has resulted in a heightened need for social protection while at the same time making it more difficult to finance. The crisis has highlighted the role of social protection as a social buffer and an economic stabilizer that cushions the impact of recessions. Social benefits have been an essential element of national crisis response in the countries of the European Union. Social security programmes not only act as an important component of the crisis „exit strategy“, helping to revitalize the economy but they also protect the most vulnerable part of society. One of the lessons that can be learned from the crisis is that countries and their inhabitants are differently exposed to economic shocks due to the variations in the design of social security that they are covered with. This consideration is essential to analysis because, as Őzdemir et al (2010) point out, the origins of the crisis can be spotted in the financial sector, where income levels tend to be relatively high. Nevertheless, there is piecemeal evidence that the most vulnerable in society have to struggle most with the negative consequences of the crisis. This work examines the capacity of specific types of welfare states, classified mainly according to Esping-Andersen’s concept, to absorb macro-economic shocks – in particular with reference to the most vulnerable parts of society. Which social policy challenges arise in Sweden, Austria and Spain and which differences in the economic and socio-political impacts of the crisis can be identified? The question regarding the ability of a system to handle external disturbances gains importance, as one of the main claims after the outbreak of the financial crisis is to improve our political, economical and societal systems to become more resistant or resilient.
