The research presented in this book based on new primary data demonstrates that in terms of civil society actors adapting to the European political space the Europeanization process has an uneven development. This innovative book integrates top-down approaches for the study of relationships within the developing EU-multilevel system (i.e., the consequences of Europeanization for civil society at the local level) and bottom-up approaches (i.e., the consequences of civil society for the process of European integration and democracy in the EU). The contributors argue that exploration of these recursive linkages requires a rethinking of the relationships between (local, national, and trans-national) civil society on the one hand, and multi-level governance on the other. In analyzing the opportunities for civil society associations to contribute to European integration and decision-making from various perspectives, the following findings are presented, amongst others: engagement with and confidence in the EU (compared to national institutions) is relatively weak among associational members party elites play a key gatekeeper role in the European space the EU and interest groups have had limited success in stimulating the development of citizen engagement, civil society and social capital in various countries. The central concern ofThe Europeanization of National Polities? is to know and describe how far EU 'legal' citizens feel that they are actually part of a functioning European political system and how much they think of themselves as EU citizens. The authors report evidence of the levels of European identity, sense of EU representation and preferences for EU policy scope among European mass publics, which are the main dimensions of EU citizenship. The analysis uses a new comparative dataset on EU attitudes derived from a survey in 16 EU countries plus Serbia in 2007. This study shows that, despite initial expectations, levels of European identity, sense of EU representation, and preferences for EU policy scope among European mass publics did not display a strong trend in any particular direction during the period between 1975 and 2007. However, there are interesting variations in these measures of EU citizenship both across individuals and across countries that are described and explained by reference to a series of relevant hypotheses. The book pays particular attention to the inter-linkages among the three dimensions of citizenship itself. EU identity, representation and scope are all reciprocally related, but the representation dimension is key to the development of a generalised sense of a sense of citizenship at the EU level. This in turn places a significant premium on the need to address popular doubts about the EU's 'democratic deficit'.

The Europeanization of the World puts forward a defense of Western civilization and the unique gifts it has bequeathed to the world-in particular, human rights and constitutional democracy-at a time when many around the globe equate the West with hubris and thinly veiled imperialism. John Headley argues that the Renaissance and the Reformation provided the effective currents for the development of two distinctive political ideas. The first is the idea of a common humanity, derived from antiquity, developed through natural law, and worked out in the new emerging global context to provide the basis for today's concept of universal human rights. The second is the idea of political dissent, first posited in the course of the Protestant Reformation and later maturing in the politics of the British monarchy. Headley traces the development and implications of this first idea from antiquity to the present. He examines the English revolution of 1688 and party government in Britain and America into the early nineteenth century. And he challenges the now--common stance in historical studies of moral posturing against the West. This comprehensive edited volume conceptually develops the notion of ‘de-Europeanisation’ as an important development in the literature on Europeanisation, and applies it specifically to the case of Turkey. ‘De-Europeanisation’ is defined as the loss or weakening of the EU/Europe as a normative/political context and as a reference point in domestic settings and national public debates of both candidate and member countries. ‘De-Europeanisation’ manifests itself in two basic ways: as the weakening of the appeal and influential capacity of European institutions, policies, norms and values, leading to a retreat of EU/ Europe as a normative/political context for society and politics in a candidate/member state; and as growing scepticism and indifference in a given society towards the EU/Europe, risking the legitimacy of the EU/Europe as a reference point in cases even where reform is incurred. Using this concept, the authors analyse the diminishing impact of the EU in Turkish governance and politics after the opening of accession negotiations in October 2005. The relevance of ‘de-Europeanisation’ is investigated through ten chapters focusing on key policy areas including education, migration, democracy, the rule of law and media freedoms, and a number of key actors including civil society organisations, political parties and political leaders.
