El presente trabajo investigativo se realizó con la Evaluación Ambiental Estratégica al proyecto de acuerdo revisión y ajuste del Plan Básico de Ordenamiento Territorial del Municipio de Marsella, Risaralda, para mitigar, prevenir y manejar futuros riesgos, impactos y conflictos al Ordenamiento Territorial Municipal y al desarrollo sustentable local. Primero se realizó la contextualización ambiental del territorio de Marsella, mediante la revisión de algunos instrumentos de planificación territorial importantes para el desarrollo de la gestión ambiental, lo que permitió conocer las potencialidades y debilidades enmarcadas en el Ordenamiento Ambiental Territorial Local. En segunda medida se procedió a realizar la evaluación ambiental estratégica ex post del PBOT del Municipio de Marsella, y ex ante del documento generado en el proyecto de acuerdo revisión y ajuste del PBOT de Marsella, en el cual, se identificaron y priorizaron los futuros riesgos, impactos y conflictos al ordenamiento territorial local, estableciendo a su vez las medidas de manejo para estas situaciones que configuraban escenarios de problemáticas ambientales al territorio Marsellés. Las estrategias generadas se materializaron en problemas puntuales en la matriz de Vester (Diagrama de Vester, árbol de problemas, árbol de objetivo) para formular el perfil proyectual de la propuesta y su operatividad en la matriz de marco lógico adaptada. Seguidamente se fortalecieron los escenarios más prioritarios, mediante el programa de seguimiento con una matriz de control a los procesos de gestión de la EAE. En ese sentido se alcanzaron los objetivos propuestos en el proyecto de grado, se dio solución a la pregunta de investigación propuesta, pero se hizo pertinente recomendar la ejecución por parte de las instituciones con injerencia en el territorio para viabilizar el alcance del perfil proyectual de la propuesta generada en el proceso de desarrollo del presente trabajo de grado para optar por el...
