Abstract: methods for evaluating benefits from home economics research were reviewed and applied to recent and current research for US home economics researchers, decision-makers, and planners. Modified methods of evaluation for benefit-cost and cost-effectiveness analyses were considered: benefit-cost analysis is the preferred method when the home economics research topic has associated dollar values which can be calculated for the benefits; cost-effectiveness analysis is employed when the anticipated research benefits cannot be quantified in dollars, but are generally agreed to be necessary or very important. Such analytical approaches can be valuable for demonstrating the significance of home economics research. Specific methodologies for evaluating home economics research have not been widely developed or commonly used due to difficulties both in quantifying various human concerns relating to family issues and to the paucity of evaluative data. The application of models is illustrated for a variety of specific home economics research activities (e.g., benefit-cost in nutritional services; vitamin A deficiency; dietary cholesterol tolerance). This submission to the Australia Productivity Commission responds to a recently published PricewaterhouseCoopers report on Understanding the Costs and Benefits of Introducing a 'Fair Use' Exception, prepared for APRA, AMCOS, PPCA, Copyright Agency | Viscopy, Foxtel, News Corp Australia and Screenrights (“PWC Report”). The PWC Report does not provide a sound evidence base to evaluate the true total costs and benefits that the introduction of a fair use rights would have in Australia. Part I points out how the PWC Report fails to adequately define the nature of the real change being proposed in Australia - which is effectively to subject its existing fair dealing clause to an open list of potentially lawful purposes. Part II provides a survey of a range of benefits that the opening of Australia's fair dealing clause to resemble the U.S. fair use doctrine may have, drawing from published research on the topic which is not canvassed by the PWC Report. Part III analyses the PWC Report's evaluation of the costs of adopting fair use, criticizing the Report's basis for concluding that adopting fair use will lead to massive shifts from licensed to unlicensed use of works, a litigation explosion and the destruction of all collective management organizations in Australia. The diffuse and forward-looking benefits of open exceptions like fair use may be hard to measure, but they are no less real. The PWC's evaluation of the costs and benefits of fair use are not real. It is full of imagined horror stories that are unlikely to take place in fact and should be disregarded in their entirety.

Program benefit measurement evaluation is a challenge for many programs and organizations. Whether it is due to lack of clearly defined benefits for the program or a flawed approach to evaluating the benefits, too many programs are viewed as falling short of delivering on their promise. Program evaluation is about collecting and analyzing information related to a program or some aspects of it, so we can interpret its actual performance, make sense of it, and potentially get better at doing it. There are multiple types of evaluations, including needs assessments, cost/benefit analysis, effectiveness, efficiency, goal-based, process and outcomes. Many are quantitative in nature and others are more prone to bias but many are related to each other and somewhat integrated. This paper deals with some of the challenges associated with performing program measurement evaluation. It reviews the most common and beneficial types of evaluations and the main areas of focus associated with them. It also looks at contributors to a successful evaluation: connecting the process to the program's purpose and objectives; defining the evaluation's focus, scope, and span; and determining why and what we try to evaluate. This paper deals with three main approaches to evaluate programs: through its process/implementation, deliverables/goals, and outcomes/benefits and provided guidelines and checklists of consideration items for each one.
