NPIN 20175: This monograph is the report of a task force meeting convened to provide advice to private voluntary organizations (PVOs) that wish to include HIV/AIDS prevention activities in their child survival projects. Discussions regarding the relationships between child survival and HIV/AIDS prevention are summarized. Four key questions asked by field staff about including HIV/AIDS prevention activities were: how are interventions that respond to HIV/AIDS similar to and different from those used for child survival, how should staff decide to include or not include an intervention for HIV/AIDS prevention in a child survival project, how should staff determine the basic strategies and the community groups to include in these interventions, and which indicators provide the most useful measures of progress and success. The four questions are answered in detail followed by a general summary and conclusions.

The U.S. government supports programs to combat global HIV/AIDS through an initiative that is known as the President's Emergency Plan for AIDS Relief (PEPFAR). This initiative was originally authorized in the U.S. Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 and focused on an emergency response to the HIV/AIDS pandemic to deliver lifesaving care and treatment in low- and middle-income countries (LMICs) with the highest burdens of disease. It was subsequently reauthorized in the Tom Lantos and Henry J. Hyde U.S. Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 (the Lantos-Hyde Act). Evaluation of PEPFAR makes recommendations for improving the U.S. government's bilateral programs as part of the U.S. response to global HIV/AIDS. The overall aim of this evaluation is a forward-looking approach to track and anticipate the evolution of the U.S. response to global HIV to be positioned to inform the ability of the U.S. government to address key issues under consideration at the time of the report release.

There is widespread recognition of the urgency of addressing the problem of orphans and vulnerable children (OVC) within the context of the HIV/AIDS epidemic, especially in sub-Saharan Africa (Hunter & Williamson 2000; Smart 2000; UNAIDS, UNICEF & USAID 2002). Many countries in the region, including South Africa, in collaboration with development agencies and non-governmental organisations (NGOs), have outlined policy guidelines and identified models of intervention (Family Health International 2001; Kalemba 1998; Loening-Vosey & Wilson 2001; Schneider & Russell 2000; UNAIDS 2002; UNICEF 1999; USAID & the Synergy Project 2001; Wilson, Giese, Meintjies, Croke & Chamberlain 2002). As a result, a considerable number of programmes targeting OVC have been implemented in the past few years. However, there are very few which have been independently evaluated in order to establish sustainable best practice models, which can confidently be recommended for replication and scaling up to meet the rapidly growing need with regard to OVC.

The evaluation of reproductive, maternal, newborn, and child health (RMNCH) by the Disease Control Priorities, Third Edition (DCP3) focuses on maternal conditions, childhood illness, and malnutrition. Specifically, the chapters address acute illness and undernutrition in children, principally under age 5. It also covers maternal mortality, morbidity, stillbirth, and influences to pregnancy and pre-pregnancy. Volume 3 focuses on developments since the publication of DCP2 and will also include the transition to older childhood, in particular, the overlap and commonality with the child development volume. The DCP3 evaluation of these conditions produced three key findings: 1. There is significant difficulty in measuring the burden of key conditions such as unintended pregnancy, unsafe abortion, nonsexually transmitted infections, infertility, and violence against women. 2. Investments in the continuum of care can have significant returns for improved and equitable access, health, poverty, and health systems. 3. There is a large difference in how RMNCH conditions affect different income groups; investments in RMNCH can lessen the disparity in terms of both health and financial risk.
