In the economic atmosphere following the crisis of 2008, not only have governments reacted by creating more complex policy initiatives, but they have also promised that all of these initiatives will be evaluated. Due to the complexity of many of the initiatives, the ways of evaluating are becoming equally complex. The book begins with a theoretical and conceptual explanation of the process and shows how this translates into the practice of evaluation. The chapters cover a wide variety of subjects, such as poverty, homelessness, smoking prevention, HIV/AIDS, and child labor. The use of case studies sheds light on the conceptual ideas at work in organizations addressing some of the world's largest and most varied problems. The evaluation process seeks a balance between order and chaos. The interaction of four elements—simplicity, inventiveness, flexibility, and specificity—allows complex patterns to emerge. The case studies illustrate this framework and provide a number of examples of practical management of complexity, in light of contingency theories of the evaluation process itself. Although environmental policy and program evaluation emerged rather late compared to many other areas of public policy, an energetic evaluation community in the environmental field has emerged during the last decade. They exist within complex systems composed of interacting environmental and socioeconomic systems. It has become apparent that a clear gap exists between European Union (EU) level policymaking and Member State implementation. Previous research has neglected to fully define factors that encourage or prevent implementation processes and instead focused on upstream decision making processes or downstream effects of policy. Simona Milio here proposes a shift in analytical focus towards policy-implementation since this constitutes a crucial common pathway that determines whether a policy actually becomes effective or not. EU implementation deficits appear to be influenced by problems related to the multi-level structure of European policy making. Successful implementation will only occur if relevant policy actors at national and sub-national levels are persuaded to co-operate with EU policy goals. Furthermore, this co-operation is not possible unless all parties manage the complex policy networks and implementation regimes responsible for putting European policies into force. Within this framework, this book answers three important questions: 1 Is the EU multi-level governance system weakening the implementation of policies? 2 Are national and sub-national governments capable of dealing with the challenges imposed by multi-level governance? 3 Which factors account for differences in implementation performance among Member States? In order to answer these questions, Simona Milio's research explores the influence of two variables on implementation processes: Administrative Capacity and Political Stability. Cohesion Policy is chosen as the focus of this study since it has demonstrated a dramatically different implementation pace among EU Member States over the past 20 years. Three EU Member States are chosen to test the hypothesis. Italy appears to be a pertinent example, given its constant struggle to conform to EU directives and to implement Cohesion Policy. Spain is chosen since, in contrast to the Italian scenario, it represents the best performing Member State in terms of implementation. Finally Poland is studied, as a case where a shift from centralization towards decentralization has occurred in order to implement Cohesion Policy and integrate the multi-level governance system.

First published in 1998, this volume examines how super-optimum decisions involve finding alternatives to controversies whereby Conservatives, Liberals, or other major groups can all come out ahead of their best initial expectations simultaneously. This book is organised in terms of concepts, methods, causes, process, substance, and the policy studies profession. Concepts clarify that policy evaluation traditionally involves: (1) Goals to be achieved; (2) Alternatives available for achieving them; (3) Relations between goals and alternatives; (4) Drawing a conclusion as to the best alternative in light of the goals, alternatives, and relations; and (5) Analysing how the conclusion would change if there were changes in the goals, alternatives, or relations. Super-optimizing also involves five related steps, but with the following improvements: (1) Goals are designed as conservative, liberal, or neutral; (2) Alternatives get the same designations; (3) Relations are simplified to indicate which alternatives are relatively high or low on each goal; (4) The conclusion involves arriving at an alternative that does better on Goal A than Alternative A, and simultaneously better on Goal B than Alternative B; and (5) The fifth step involves analysing the super-optimum or win-win alternative in terms of its feasibility as to the economic, technological, psychological, political, administrative, and legal matters.
