This study was conducted to evaluate the performance of 13 proprietary cold-mix patching materials, 4 of which are currently approved under a Virginia Department of Transportation (VDOT) Special Provision for High Quality Cold Patching Materials. Cold-mix patching materials are regularly submitted to VDOT's Materials Division for approval, and the purpose of this study was to determine which of the submitted materials were of the same caliber as the existing approved materials. The addition of materials of equal quality will promote competitionin VDOT's competitive bidding system. Three test sections were placed to evaluate the materials' performance, and a standardized evaluation form and performance model were developed to rank the materials. The field performance results were compared with the laboratory test results in an effort to develop a laboratory screening test that could be used for other submitted materials. Design and quality control procedures were also identified. These procedures were used to design a material that has performed well. Recommendations for changes in VDOT's cold-mix specifications were also developed.

The long-term performance of pothole patches largely depends on the selection of the patching method. A number of pothole patching methods are in practice in Minnesota and other nearby states. However, pavement maintenance crews often encounter problems in selecting the most appropriate patching method because proper guidelines are not available. The objective of this project was to investigate the effectiveness of different pavement patching methods and to develop simple decision trees and a best practices manual. The performance of 20 different pothole patches, which were patched with four different types of patching methods and located at five different construction sites, were monitored for approximately two years. Based on the observed performance of the pothole patches considered in this study, two forms of decision trees and a best practices manual have been developed for selecting the most appropriate patching method for a given pothole condition. The developed decision trees can be used to select the patching method based on the location of the pothole (e.g., along longitudinal joints, localized potholes, etc.), construction season, condition of the pothole, and pothole area and depth. The best practices manual provides guidelines on the selection of patching method, pothole preparation, placement of patching materials, and compaction.

Potholes are one of the most concerning deteriorations of asphalt pavement in cold climatic regions. Repair of potholes is an important form of maintenance operations for asphalt pavements conducted by most of the transportation agencies. Although a large number of previous researches including field monitoring, laboratory testing and questionnaire survey were conducted for the past three decades to study pothole repair in specific parts of the United State and Europe, limited research efforts have been devoted to inspect the severity of the pothole problem and its maintenance practice in Canada. Therefore, this research work attempts to investigate pothole severity, conduct critical assessment of current maintenance practices and identify resources available for pothole repair throughout Canada. In order to attain the main objective of this study, a questionnaire was prepared and distributed to Canadian transportation agencies. According to the survey outcomes from six provinces (Alberta, Manitoba, Ontario, Quebec, Saskatchewan and New Brunswick), a greater percentage of moderate to high severe potholes was noticed in the study area. Freeze-thaw cycle was identified as the most influential factor in pothole formation, and a large portion of pothole repairs was typically performed in the summer period. Moreover, the study results identified the most frequently used patching materials and methods in these provinces and patch durability. Inadequate stability, adhesion, cohesion and stripping potential of patching materials and improper compaction during patching operations were determined to be the main reasons of patch failure based on the concerning distresses of the repaired patch. To evaluate the performance of patching material, a laboratory testing program was conducted on cold mixes that were identified as being most frequently used by the survey. The laboratory results showed that curing time and temperature had a significant effect on strength gain iii for all cold mixes. Substantial freeze-thaw damage potential was also noticed for the cold patching materials.

Abstract: This research describes a proposed accelerated testing procedure for evaluating pavement patching materials under the simulation of traffic loading and environmental conditions such as freeze-thaw cycles. Potholes were constructed in concrete blocks with different tilt angles to simulate normal and shear wheel surface stresses. Different patching materials, including hot mix, cold mix and commercial cold patch were tested. Various cyclic loads accompanied with cycles of freezing and thawing were applied to the patch. Patch performance is assessed by visual monitoring of the surface distresses and measuring surface elevation for rutting and shoving determination. Applied vertical loads varied between 2,250 and 4,500 pounds at a frequency of 2 Hz. Patch performance comparisons were made as a function of the patch mix, applied load, number of applied loads, frequency of loading, and applied freeze/thaw cycles. The new method of accelerated testing is successful in differentiating the performance of good and poor quality mixes. The proposed test could be used as a reliable method by state highway agencies for establishing acceptance criteria for selecting pothole patching mixtures.
