Diamond interchanges and their associated ramps are where the surface street arterial system and the freeway system interface. Historically, these two elements of the system have been operated with little or no coordination between the two. Therefore, there is a lack of both analysis tools and operational strategies for considering them as an integrated system. One drawback of operating the ramp-metering system and the diamond interchange system in isolation is that traffic from the ramp, particularly if it is metered, can spill back into the diamond interchange, causing both congestion and safety concerns at the diamond interchange. While flushing the ramp queues by temporarily suspending ramp metering has been the primary strategy for preventing queue spillback, it can result in freeway system breakdown, which would affect the entire system's efficiency. The aim of this research was to develop operational strategies for managing an integrated diamond interchange ramp-metering system (IDIRMS). Enhanced modeling methodologies were developed for an IDIRMS. A computer model named DRIVE (Diamond Interchange and Ramp Metering Integration Via Evaluation) was developed, which was characterized as a mesoscopic simulation and analysis model. DRIVE incorporated the enhanced modeling methodologies developed in this study and could be used to perform system analysis for an IDIRMS given a set of system input parameters and variables. DRIVE was validated against a VISSIM microscopic simulation model, and general agreement was found between the two models. System operational characteristics were investigated using DRIVE to gain a better understanding of the system features. Integrated control strategies (ICS) were developed based on the two commonly used diamond interchange phasing schemes, basic three-phase and TTI four-phase. The ICS were evaluated using VISSIM microscopic simulation under three general traffic demand scenarios: low, medium, and high, as characterized by the volume-to-capacity ratios at the metered ramps. The results of the evaluation indicate that the integrated operations through an adaptive signal control system were most effective under the medium traffic demand scenario by preventing or delaying the onset of ramp-metering queue flush, thereby minimizing freeway breakdown and system delays.

The main objectives of Task Order 4136 are (1) the design of improved freeway on-ramp metering strategies that make use of recent developments in traffic data collection, traffic simulation, and control theory, and (2) the testing of these methods on a 14-mile segment of Interstate 210 Westbound in southern California. To date, the major accomplishments of this project include (i) the development of a complete procedure for constructing and calibrating a microscopic freeway traffic model using the Vissim microsimulator, which was applied successfully to the full I-210 test site, (ii) a simulation study, using the calibrated Vissim I-210 model, comparing the fixed-rate, Percent Occupancy, and Alinea local ramp metering schemes, which showed that Alinea can improve freeway conditions when mainline occupancies are measured upstream of the on-ramp (as on I-210 and most California freeways), as well as when occupancy sensors are downstream of the on-ramp, (iii) development of computationally efficient macroscopic freeway traffic models, the Modified Cell Transmission Model (MCTM) and Switching-Mode Model (SMM), validation of these models on a 2-mile segment of I-210, and determination of observability and controllability properties of the SMM modes, (iv) design of a semi-automated method for calibrating the parameters of the MCTM and SMM, which, when applied to an MCTM representation of the full I-210 segment, was able to reproduce the approximate behavior of traffic congestion, yielding about 2% average error in the predicted Total Travel Time (TTT), and (v) development of a new technique for generating optimal coordinated ramp metering plans, which minimizes a TTT-like objective function. Simulation results for a macroscopic model of the 14-mile I-210 segment have shown that the optimal plan predicts an 8.4% savings in TTT, with queue constraints, over the 5-hour peak period.

The primary objective of this project was to compare ramp metering algorithms and develop guidelines for improving ramp metering operations in Texas. As part of this research project, researchers collected data at several sites in Houston, Texas. Data analysis showed that many congested freeways are facing heavy ramp demand, and require significant changes in existing ramp metering operations if ramp metering continues to be used as part of freeway traffic management. Furthermore, researchers used computer simulation to compare the effectiveness of ALINEA with queue flush with the existing strategy of metering at the maximum rate with queue flushing. Researchers found that ALINEA does not provide any benefits when queue flushing is permitted. Under heavy demand conditions such as those in Houston, the current strategy to meter at the fastest rate remains the most beneficial. However, this strategy also provides limited benefits. Finally, researchers developed guidelines and recommendations for current and future ramp metering operations in Texas. This report documents the research results.
