This report documents the evaluation of the methodologies used in the travel surveys done in five urban areas in Texas in 1990 and 1991. Based on those evaluations, specific recommendations are made in the areas of sample size estimation, survey methodologies, data specifications, survey instruments, etc. Surveys evaluated include household surveys, workplace surveys, special generator surveys, external station surveys, and truck surveys. Several travel data gaps are also identified where current survey efforts are not sufficient in terms of providing data for their estimation of modeling.

Household travel surveys play a vital role in the operation and development of transportation infrastructure. The urban passenger travel data obtained through household travel surveys play a crucial role in the planning of transportation networks and form the basis of the methods used to forecast the utilization of infrastructure. Traditional household travel survey methods are growing obsolete, owing to technological trends and changing data needs. This thesis proposes a modification to the core-satellite data collection paradigm proposed by Goulias, Pendyala, Bhat (2011), that aims to take a more holistic approach to the collection of urban passenger travel data. The proposed framework presents a method for combining several purpose-specific surveys to create a basis for the analysis of travel behaviour that is greater than the sum of its parts. This thesis also presents two empirical studies that utilize the different types of data outlined in the expanded framework.

The objective of this project was to develop a standardized methodology(s) for collecting external survey data on high volume facilities that can be utilized in TxDOT's travel survey program. The research assesses the importance of collecting data on high volume facilities in Texas, assesses the state of the practice and technologies for conducting these surveys, and evaluates techniques and methods currently being used. The project also researches legal and privacy issues related to the use of video in high volume surveys and establishes volume criteria for when external surveys should be conducted using a high volume method.
