Inhaltsangabe:Einleitung: Die Evaluation von Weiterbildungsmaßnahmen darf im Bereich der Personalentwicklung als das signifikanteste Thema dieses Jahrzehnt angesehen werden. Bereits in den 70er Jahren gab es erste Überlegungen, die Evaluation von Weiterbildung auf eine theoretische Grundlage zu heben. Umso erstaunlicher ist es, dass diese Thematik trotz eines heute geschätzten Investitionsvolumens von ca. 30 Mrd. Euro für Weiterbildung in der Bundesrepublik nicht dazu anregt, die Forschung in den Folgejahren nachhaltiger voranzutreiben. Im Personalbereich wird über Evaluation nach wie vor mehr geredet, als dass sie praktiziert wird. In den 80er und 90er Jahren rückte die Thematik zunehmend in den Hintergrund und erst aufgrund der wirtschaftlichen Krise seit 2001 kommt es zu einem intensiven Wiederaufleben evaluationstheoretischer Überlegungen. Noch im Jahr 2000 stellte Götz generell die quantitative Messung von Erfolgsvariablen der Weiterbildung in Frage. Selbst im Buch Personalentwicklung von Manfred Becker (2005) findet der Begriff Evaluation keinerlei Erwähnung. Die Ausgaben der Personalexperten stehen in Konkurrenz zu den Investitionsplänen anderer Unternehmensbereiche. Der Druck auf die Quantifizierungen der Leistungen hat schließlich auch die Enklave Human Resource erreicht, einen Ort, der häufig geschätzt wird als die gute Seele des Unternehmens . Die bereits 1996 von Dave Ulrich geforderte Veränderung vom Mitarbeitercoach hin zum Businesspartner wird nun allerorten verspürt. Um auf dieser Ebene mitzuspielen, ist es eine Grundnotwendigkeit, sich den gleichen Anforderungen zu unterwerfen wie jede andere Business Unit: nämlich den Nutzen von Investitionen eindeutig nachzuweisen im besten Falle in Geldeinheiten. Weiterbildung muss sich klar an der Unternehmensstrategie orientieren und seinen nachvollziehbaren Beitrag leisten zur lernenden Organisation. Vor allem der Erfolg von Verhaltenstrainings scheint, im Gegensatz zu Fachseminaren (Computer, Rechnungswesen etc.) schwer messbar. Auch wenn es kaum Zweifel gibt an einem Zusammenhang zwischen Einstellung und Verhalten sowie Verhalten und Produktivität, herrscht doch Unklarheit über die monetäre Bewertung solcher Veränderungen. Unter den Verhaltenstrainings sind Teamentwicklungsmaßnahmen wiederum die mit am wenigstem am Erfolg messbaren. Auch wenn allerorten von der Notwendigkeit integrierter Teamarbeit gesprochen wird, erscheint doch das Vorgehen um die Beeinflussung eines Teamklimas [...]
