According to many economists, the increasing mobility of capital across borders has made it more costly to peg exchange rates. This phenomenon has contributed to some of the more famous examples of exchange rate crises in recent times, such as the Mexican peso crisis in 1994 and the Asian financial crisis in 1997. Yet despite the increasing costs of pegging in today's accelerated financial markets, some developing countries try to maintain a peg for as long as they can. This work is the first to theorize the role of bankers as a domestic interest group involved in exchange rate policy. It adds to our understanding of how interest groups affect economic policy in developing countries and explains why some of the largest and fastest growing economies in the developing world were the most prone to crisis. The volume also refines our understanding of the 'hollowing-out thesis', the argument that increasing capital mobility is forcing states to abandon pegging.

The traditional Asian economic model was characterised by the strategy of state-directed, rapid industrial catching-up. The first-growth period for Japan was 1953-73, while that for the NIEs (Korea, Taiwan, Hong Kong and Singapore) was 1966-86. Between 1987 and 1996, prior to the Asian financial crisis, there was indication that Southeast Asia and coastal China had been replicating the same Asian economic model. While showing a considerable degree of success, the developmental model has its shortcomings, and the financial crisis in 1997-98 exposed the flaws in the economic and political structure. However, with IMF financial assistance, steady improvement in the trade balance, rising foreign reserves, and gradual corporate and banking restructuring, economic recovery began to take place in 1999 and 2000.This book is a collection of papers presented at the Conference on ?Asia in Economic Recovery: Policy Options for Growth and Stability?, organised by the Institute of Policy Studies, Singapore, in June 1999. This paper studies the question of how to achieve monetary policy credibility and price stability after a financial crisis. We draw stylized facts and conclusions from ten recent cases: Brazil (1999); Bulgaria (1997); Ecuador (2000); Indonesia (1997); Korea (1997); Malaysia (1997); Mexico (1994), Russia (1998); Thailand (1997); and Turkey (2001). Among our conclusions, highlights include: (i) monetary policy alone cannot stabilize; (ii) floats bring nominal stability quickly in countries with low pre-crisis inflation and hard pegs have been at least narrowly successful for countries in deeper disarray; (iii) in floats, early and determined tightening brings nominal stability and does not appear more costly for output; (iv) monetary aggregate targeting rarely serves as a coherent framework for floats; informal or full-fledged inflation targeting offers more promise.

A decade has passed since the Asian crisis of 1997OCo1998 which decimated many of the regional economies. While the crisis itself led to severe economic and political consequences, its primary cause was an inappropriate mix of policies, as regional economies attempted to simultaneously maintain fairly rigid exchange rates (soft US dollar pegs) and monetary policy autonomy in the presence of large-scale capital outflows.
