Deux décennies après le passage à la démocratie de la quasi-totalité des pays d'Amérique latine, la réflexion tend à délaisser les problématiques de transition et consolidation pour s'attacher à l'étude de la qualité de la démocratie. Cet ouvrage s'inscrit dans cette perspective nouvelle. La qualité de la démocratie brésilienne y est appréhendée à l'aune de l'articulation entre l'action politique et l'action publique, saisie depuis la ville de São Paulo, au Brésil. Avec ses 10 millions d'habitants, São Paulo a été marquée tout au long de son histoire par des dynamiques d'exclusion sociale, raciale et spatiale qui engendrent depuis une vingtaine d'années de très hauts niveaux de violence urbaine. Capão Redondo, un des quartiers les plus violents de la ville, sert de fil conducteur à l'étude. Un puissant mouvement hip hop y est apparu dans les années 90, qui a rapidement acquis une audience nationale et internationale. Les raps de Racionais MC's et les romans de Ferréz y servent de support à des stratégies de consolidation identitaire, et redent la construction d'un certain rapport au monde. Ces expressions artistiques constituent aussi des répertoires d'action collective et des vecteurs d'euphémisation d'un certain mal être. Les autorités municipales de São Paulo ont, entre 2000 et 2004, tenté de mettre en œuvre des politiques d'inclusion qui répondent aux injonctions des rappeurs des banlieues. L'équipe du maire Marta Suplicy, du Parti des travailleurs (PT), s'est employée à inverser les priorités de l'action publique, par le biais de politiques urbaine, sociale et culturelle reposant sur des logiques de partenariat public/privé et l'introduction d'un budget participatif. La brièveté de l'expérience interdit d'en attendre de profonds bouleversements, mais des zones d'intersection sont apparues entre le politique " par le bas " et " par le haut ". Longtemps ignorés des politiques, les jeunes des banlieues de São Paulo sont mobilisés et ne se résignent pas. Ils revendiquent et assument leur citoyenneté, contribuant à améliorer la qualité de la démocratie.

They take up the links between conservation, natural heritage and ecology movements, and the ways that local heritage politics are constructed through international discourses and regulations. They are attentive to how communities near heritage sites are affected by archaeological fieldwork and findings, and to the complex interactions that local communities and national bodies have with international sponsors and universities, conservation agencies, development organizations, and NGOs.
