Education, which has been at the heart of the Middle East and North Africa (MENA) region’s history and civilizations for centuries, has a large untapped potential to contribute to human capital, well-being, and wealth. The region has invested heavily in education for decades, but it has not been able to reap the benefits of its investments. Despite a series of reforms, MENA has remained stuck in a low-learning, low-skills level. Expectations and Aspirations: A New Framework for Education in the Middle East and North Africa identifies four key sets of tensions that are holding back education in the region: credentials and skills, discipline and inquiry, control and autonomy, and tradition and modernity. These tensions are shaped by society and are reflected in classrooms. If they are not addressed, MENA will continue to operate at a level below its potential. This report outlines a new framework with a three-pronged approach that can help address these tensions and unleash the potential of education in MENA: • A concerted push for learning that starts early for all children regardless of background, with qualified and motivated educators, and that leverages technology, uses modern approaches, and monitors learning outcomes • A stronger pull for skills by all stakeholders in the labor market and society that involves coordinated multisystem reforms within and beyond the education system • A new pact for education at the national level with a unified vision, shared responsibilities, and accountabilities. Education is not just the responsibility of the education system—it is everyone’s business. The push, pull, and pact framework offers an opportunity for MENA to move forward to reclaim its heritage of a learned region and to meet the expectations and aspirations of its people. The current situation in MENA requires a renewed focus on education, not just as a national priority for economic growth and social development, but as a national emergency for stability, peace, and prosperity.

Amidst on-going initiatives aimed at raising attainment and promoting social inclusion, a key stage identified for improvement in the HMIE report: Improving Scottish Education (2006) is that of primary/secondary transition. Current programmes that can address this issue are A Curriculum for Excellence 3-18 (SEED, 2004) which allows schools curriculum flexibility and the Integrated Community Schools policy (HMIE, 2004) which offers a multi-agency approach to improving achievement, health and well-being for all pupils through collaborative working between cluster schools. International researchers have found that repetition of topics, disregard / distrust of transfer information and failure to build on the work of the primary school (McGee et al., 2003), inappropriate teacher support (Stemler et al., 2006), misinterpretation of pupils' attitudes by school / teacher (Gnaldi et al., 2005), inadequate parental support, difficulties in the family environment (Marjoribanks, 2005; Casanova et al., 2005) and exclusion by peers and student's self-image (de Bruyn, 2005) are possible contributors to post-transitional decline in academic effort. De Bruyn (2005) argues that engagement is a strong predictor of academic achievement and Marjoribanks (2003) hypothesizes that post-transition academic performance has a significant impact on the formation of adolescents' educational aspirations. This thesis seeks to discover perspectives in relation to pupils' attitude, their engagement in learning activities, and the aspirations of learners - pre- and post- transition to secondary school. The thesis also reports on the exploration of expectations - those of learners and stakeholders (parents, school management, teachers and home/school link staff) at this crucial point in an individual's education. Additionally, it explores whether the presence of aspirations before and after transition might relate to the formation of a positive attitude to learning and to providing focus for pupils engaged in the move to secondary school. The thesis compares learners' education and career aspirations with those of their parents. It reveals perceptions of the role of aspirations in influencing Primary 7 learners' and Secondary 1 students' attitude and engagement in learning, from the perspectives of the learners themselves, their parents and educators. The thesis finds that parental involvement and support, and the family work / study ethic are perceived as strong pre- and post- transitional influences on learners' attitude to, and engagement in learning, and on their aspirations for tertiary education and career. Additionally, given the sustained focus on transition within academic research and educational policy, this thesis finds an absence of written policies on transition and inconsistent practices between different schools - within and between clusters.

Besides different preconditions for educational success in native and migrant families, an important role has been ascribed to students’ educational aspirations in the explanation of ethnic disparities in educational attainment. Based on a sample of several hundred 9th and 10th graders in Hamburg, the study investigates the dimensions along which native and migrant students construct their educational and future career aspirations and expectations at the end of compulsory full-time education. The results provide insight into the applicability of traditional approaches that investigate the mechanisms that shape social disparities in education to explain the ethnic attainment gap, and into the controversial meaning of subjective data in the form of respondent-reported educational aspirations and the interpretation of higher aspirations in migrant families as secondary effects of ethnic origin.
