Our goal in writing this book was to fill a perceived gap in the early experi ence literature. Most existing volumes on early experience and development can be dichotomized on a basic versus an applied dimension. Volumes falling on the basic side are designed for researchers and theoreticians in the biomed ical and behavioral sciences. Most existing basic volumes are either primarily based on infrahuman data or are based on single major human studies. In going over these volumes, we are not convinced of the generality of infrahu man data to the human level; in addition, we were concerned about the replicability of findings from single studies, however well designed these studies were. As a result, the relevance of data from these volumes to applied human problems is quite limited. In contrast, volumes falling on the applied side are designed primarily for those involved in intervention work with infants and young children. These applied books generally tend to be vague and nonempirical compilations of the views of experts and the collective "wisdom of the ages. " Rarely in applied volumes do we find conclusions based on solid, consistent, empirical findings.

The field of cognitive psychology has expanded rapidly in recent years, with experts in affective and cognitive neuroscience revealing more about mammalian brain function than ever before. The papers included in this volume cover several aspects of human capital. It starts with the role of human capital in influencing productivity, employment and growth of employment. The chapters show that Indian States that have been neglecting schooling and health facilities have become victims in terms of low productivity and lower rates of employment. Consequently, employment cannot be increased without spending on education and health. Furthermore, the unorganised sector in India cannot provide gainful employment as productivity in this sector is low and is also declining. Skill intensity influences mainly productivity in the organised sector. As a result, states that have been neglecting human capital would lose on both counts. The chapters also reveal that human capital could be substituted for energy use and help in reducing energy consumption and pollution. India is also one of the important exporters of human capital and the non resident Indians send remittances back to India. The volume indicates that remittances play a significant role in poverty reduction and increase in per capita consumption levels. In addition remittances, unlike foreign direct investments and portfolio investments, are less erratic and are not influenced by slowdown in the world economy. Poverty could also be directly attacked through the use of anti poverty programmes like NREGA. This volume provides an analytical framework and a theoretical model to analyse the impact of these programmes to examine their influence on labour demand, income, prices and productivity. The volume also emphasises the crucial role of the government in directly running education institutions. As seen from the volume government run engineering institutions are technically more efficient than the private run ones.

Undertaken at orphanages in Russia, this study tests the role of early social and emotion experience in the development of children. Children were exposed to either multiple caregivers who performed routine duties in a perfunctory manner with minimal interaction or fewer caregivers who were trained to engage in warm, responsive, and developmentally appropriate interactions during routine care. Engaged and responsive caregivers were associated with substantial improvements in child development and these findings provide a rationale for making similar improvements in other institutions, programs, and organizations.
