This book examines the changes in Indonesian foreign policy during the 21st century as it seeks to position itself as a great power in the Indo-Pacific region. The rise of 21st-century Indonesia is becoming a permanent fixture in both the domestic and global discourses. Though there has been an increasing level of discussion on Indonesia’s emerging power status, there has been little discussion on how the country is debating and signalling its new-found status. This book combines the insights of both neo-classical realism and social identity theory to discuss a reset in an emerging Indonesia’s foreign policy during the 21st century while emphasizing domestic drivers and constraints of its international behaviour. There are three key organizing components of the book – emerging power, status signalling and the Indo-Pacific region. The Indo-Pacific region constitutes a spatial framing of the book; the emerging power provides an analytical category to explain Indonesia’s changing international status; and status signalling explains multiple facets of international behaviour through which the country is projecting its new status. Though leaders are adding different styles and characteristics to the rising Indonesia narrative, there are a few unmistakable overarching trends that highlight an increasing correlation between the country’s rising power and growing ambition in international behaviour. This book is built around four key signalling strategies of Indonesia as an emerging power – expanded regional canvas, power projection, leadership projection, and quest for great power parity. They represent Indonesia’s growing desire for a status-consistent behaviour, its response to the prevailing strategic uncertainty in the Indo-Pacific region and its attempt to advance its strategic interests. This book will be of much interest to students of South-East Asian politics, strategic studies, international diplomacy, security studies and IR in general.

This book examines Indonesia’s post-Aceh tsunami disaster management through the lens of a multifaceted foreign policy decision-making process involving a variety of bureaucratic actors. It argues that organizational structure and bargaining aspects are as important as power and interests in explaining foreign policy making in the Indonesian context. When the Aceh tsunami struck in late 2004, the use of foreign military assets in responding to natural disasters was not a common feature in Indonesian history—Jakarta remained reticent to engage foreign military enclaves within its own territories. This greatly affected Indonesia’s security cooperation with other countries, including Australia. Prior to the Aceh tsunami, natural disaster management was a domestic political issue. The unprecedented decision by the government of Susilo Bambang Yudhoyono to approve foreign military assistance for military operations other than war (MOOTW) in Aceh was a result of domestic and international factors. This book addresses timely yet fundamental questions about Indonesian foreign policy decision making that led to the involvement of foreign militaries in the country’s worst-ever natural disaster. As a former colony that prized the value of non-interference, the Indonesian government had to make a difficult decision about whether to accept offers of international assistance from countries including Australia. With this, the book explores why the Indonesian government decided to approve Australian humanitarian assistance following the 2004 Aceh tsunami, and how governmental agencies managed this assistance.

How can an underdeveloped country like Indonesia draw on outside resources for its national development without sacrificing its independence? Approaching the problem from the vantage point of the Indonesian elite, this important work explores the complex interactions between domestic political factors and the shaping of foreign policy. To illustrate the ways in which underdevelopment has affected Indonesia's international participation, Professor Weinstein presents a graphic picture of what Indonesia's leaders see when they view the outside world, and he systematically seeks out the sources of their perceptions. He shows that most of the elite see the international system as dominated by exploitative powers that cannot be relied on to assist Indonesia's development. He examines the relationship between perceptions and politics under both Sukarno and Soeharto and offers an illuminating comparison of the bases of foreign policy under each leader, revealing dramatic changes and surprising continuities. His cogent analysis helps to explain the sharp reversal of policy in 1966, and his conclusions form a convincing hypothesis that can be tested in other Third World countries. This book, now brought back to life as a member of Equinox Publishing's Classic Indonesia series, will attract specialists in Southeast Asia, as well as readers with a broader interest in the politics and economics of underdeveloped countries. FRANKLIN B. WEINSTEIN was Director of the Project on United States-Japan Relations at Stanford University, where he also taught in the Department of Political Science. A graduate of Yale University, he received his PhD from Cornell University.

"Using the frameworks of foreign policy analysis and political culture, this book provides an insightful and analytical explanation of Indonesia's foreign policy under Suharto. It examines the various factors which have contributed to Suharto's foreign policy, the goals of this policy and the means of achieving them. It also discusses Indonesia's relations with Asian countries and beyond, identifying their problems and prospects. As Suharto has played a crucial role in directing the policy, special attention has been focused on him. Despite many differences from the Sukarno era, Indonesia's aspiration to international leadership under Suharto remains constant. This is the most up-to-date book dealing with Indonesia's foreign policy under Suharto."--BOOK JACKET.Title Summary field provided by Blackwell North America, Inc. All Rights Reserved

The past fifteen years have seen Indonesia move away from authoritarianism to a thriving yet imperfect democracy. During this time, the archipelago attracted international attention as the most-populated Muslim-majority country in the world. As religious issues and actors have been increasingly taken into account in the analysis and conduct of international relations, particularly since the 9/11 events, Indonesia’s leaders have adapted to this new context. Taking a socio-historical perspective, this book examines the growing role of transnational Islamic Non-State Actors (NSAs) in post-authoritarian Indonesia and how it has affected the making of Indonesia’s foreign policy since the country embarked on the democratization process in 1998. It returns to the origins of the relationship between Islamic organisations and the Indonesian institutions in order to explain the current interactions between transnational Islamic actors and the country’s official foreign policies. The book considers for the first time the interactions between the "parallel diplomacy" undertaken by Indonesia’s Islamic NSAs and the country’s official foreign policy narrative and actions. It explains the adaptation of the state’s responses, and investigates the outcomes of those responses on the country’s international identity. Combining field-collected data and a theoretical reflexion, it offers a distanced analysis which deepens theoretical approaches on transnational religious actors. Providing original research in Asian Studies, while filling an empirical gap in international relations theory, this book will be of interest to scholars of Indonesian Studies, Islamic Studies, International Relations and Asian Politics.

Penerbit: Airlangga University Press ISBN:9786024737818 This book itself consists of two chapters: (1) Peace and Security; (2) Political Economy and Socio-Cultural. There were 17 papers in total that were presented in two panels, 7 papers from the peace and security chamber and 10 papers from the political economy and socio-cultural chamber. These 17 papers are the final version of the selected ones as they have gone through some revision process. In elaborating the ideas of the paper, the authors could confidently choose the language they are using, either it is English or Indonesian. We also add our notable speakers and panelist, Professor Mark Beeson, an International Politics Professor at the University of Western Australia, and I Gede Wahyu Wicaksana, S.IP., M.Si., Ph.D., who is an International Relations Department Lecturer in Universitas Airlangga.
