Les entrepreneurs exportateurs non conventionnels et / ou informels (EENCI) regroupent ces entrepreneurs qui ont choisis de ne pas servir (uniquement) le marché local mais plutôt le marché étranger et international. Ils vendent autant des produits tangibles que des services incluant parfois leur propre personne. Les EENCI peuvent être parfois proches de leurs pays (ex des Kwamés) ou traverser des milliers de kilomètres pour vendre (ex de la Drogba-économie). Les EENCI opèrent souvent dans l’informel et dans la discrétion tout en créant des emplois, des effets d’entrainement sur la production agricole, l’industrie du transport, de la mode, du cinéma... Alors que certains gouvernements mettent plus l’accent sur les instruments conventionnels de développement comme l’agriculture, l’exportation, l’industrialisation, les EENCI ont initié à un niveau micro des activités simples et des moyens de débrouillardises qui génèrent dans certains cas des milliards de revenue. Notre enquête et nos recherches ont duré plus de deux ans et nous a conduit dans plusieurs pays africains.

Doing Business also measures features of labor market regulation, which is not included in these two measures. This year’s report introduces major improvements by expanding the paying taxes indicators to cover postfiling processes—tax audits, tax refunds and tax appeals—and presents analysis of pilot data on selling to the government which measures public procurement regulations. Also for the first time this year Doing Business collects data on Somalia, bringing the total number of economies covered to 190.
